Commander, Navy Installations Supervisory Recreation Specialist (Single Sailor Program Manager) in Yorktown, Virginia

Summary This position is assigned to the Single Sailor Recreation Division: Morale, Welfare and Recreation (MWR) Department, Commander, Navy Installations Command. The primary purpose of this position is to manage and administer a comprehensive and diverse year-round Single Sailor Program which includes the day-to-day operations, development, organization, and facilitation. This position is located at The Depot in Yorktown, Va. Responsibilities PROGRAM MANAGEMENT duties include but are not limited to: Plans, promotes and implements well-rounded Single Sailor and Category (CAT) A recreation programs utilizing numerous facilities with in the entire Fleet and Family Readiness (FFR) Department in accordance with CNIC approved program standards. Develops, organizes, publicizes, implements, evaluates recurring and nonrecurring activities (e.g., classes, trips, outings, tournaments, outreach opportunities, special events, skills development, etc.) Recommends program changes and additions based on seasonal changes and patrons input. Evaluates recreational needs and on-going programs by reviewing and analyzing participation, patron satisfaction, comment carts, interest surveys, focus groups, advisory boards, command liaisons and personal contacts with individuals and groups to determine specific needs. Compiles results to determine if new programs should be offered, expanded, curtailed, or eliminated. Carriers out programs and activities in accordance with supervisory instructions and guidelines by encouraging patrons to participate, keeping order and ensuring their safety. Directs the recruitment and utilization of volunteers for various MWR activities and programs. Maintains a current, active list of volunteer rosters and overseas utilization of correct documentation for volunteer usage. Coordinates and executes a direct communication line between the Single Sailor Program and the Jr. Sailor population by reacting a Recreation Ambassador Program, Recreation Advisory Board. Maintains current liaisons with tenant and host command representatives. Coordinates and executes other CAT A Programs (e.g. green space, command support, fleet recreation, alternative Liberty delivery and Liberty Recreation Center, Fleet Recreation or Single Sailor Center, etc.) as assigned. Instructs subordinate staff in administering traditional and non-traditional workshops, clinics and events in a variety of leisure skills (e.g. SAQ, stand-up paddle boarding (SUP), mountain biking, kayaking, hiking, fishing, camping, etc.) Provides outdoor field experiences related to above skill training in the form of day and weekend trips. Transports patrons off-base to designated locations for trips or classes. Marketing duties include but are not limited to: Develops working partnerships with both on base and off base organizations (e.g clubs, special interest groups, Fleet and Family Support Center (FFSC), MWR Community Recreation, etc.) Researches and provides information and referral on a variety of recreational opportunities for Jr. Sailors on and off the base, Plans, coordinates, publicize, markets and executes programs and events within the Single Sailor Program by utilizing all available resources. Promotes MWR Facilities and events through staff and student indoctrination and other large group functions and gatherings. Works directly with Marketing to provide quarterly and monthly calendars, electronic media updates, and special event programs for the Single Sailor Program and other CAT A Recreation Programs. Works directly with the marketing department to develop tools and promotional items that can be used to expand participation in Single Sailor events and programs, Administration duties include but are not limited to: Provides administrative duties and support through after-action reports, data collection and database administration. Monitors all five metric areas in the Single Sailor Program Standards to ensure standards are met or exceeded. Assists with writing standard operating procedures. Ensures Single Sailor Program and CAT A recreation facility and activities associated with the Single Sailor Program meet established fire, safety, security and sanitation guidelines. Resolves customer complaints and solicits feedback to improve the quality of services rendered. Maintains telephone, email and personal contacts with command representatives, industry professionals, equipment representatives, special interest groups, local community, area clubs and civic organizations. Prepares and justifies annual and quarterly operating budgets for CAT A recreation and Single Sailor Programs. Tracks and monitors accounts for Credit Card purchases. Maintains up-to-date records and proper documentation. Provides leadership recommendations on the purchase of equipment and supplies needed to support the Single Sailor Program, based on planned activities. Initiates and submits procurement requests for all supplies, equipment, furniture and facility upgrades related to the Single Sailor Program. Assumes accountability for all equipment used for the CAT A recreation and Single Sailor Programs. A qualified candidate must possess: Knowledge of the principles, techniques and methods or procedures used in organizing, planning, administering and conducting a wide variety of recreation activities. Knowledge of the scope of recreational activities and their suitability for individuals, groups, ages and interests Knowledge of current trends in recreation. Knowledge of marketing and promotion techniques that motivate and encourage program participation. Knowledge of CNIC's EEO policy and procedures. Skill in the use of Microsoft Office Programs (e.g., Word, Excel, Power Point, Outlook). Ability to develop and effectively deliver presentations and/or training. Ability to influence others in obtaining cooperation and assistance. Ability to perform the full range of supervisory duties. Ability to communicate effectively both orally and in writing Education This position does not have a positive education requirement. Additional Information Salary is dependent on experience and/or education. Executive Order 12564 requires a Federal workplace free of illegal drugs.
