Pacific Air Forces SUPERVISORY RECREATION SERVICES MANAGEMENT SPECIALIST in Yokota Air Base, Japan

The primary purpose of this position is to exercise second level supervisory and managerial authorities over the 374tl, Force Support Squadron funcitional activities to include the Tama Hills Recreation Area, Tama Hills Golf Course, and the Par 3 Golf Course of Yokota Air Base, Japan. Responsibilities Plans, organizes, and oversees the operational activities and programs and multiple recreational facilities. Exercises supervisory personnel management responsibilities. Provides management representation while protecting unit interests and mission objectives. Manages fiscal operations, facility requirements, and the procurement/ protection of equipment resources. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Support Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes applying Knowledge of the full range of federal, DOD, and Air Force laws and regulations governing business administration concepts and procedures as applicable to Air Force business operation standards, practices, characteristics, equipment and products related to the hospitality (food, beverage and entertainment), lodging, outdoor recreation and golfing industries; extensive experience in five different areas (food, beverage, entertainment, lodging, and outdoor recreation). FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of the full range of federal, DOD, and Air Force laws and regulations governing business administration concepts and procedures as applicable to Air Force business operation standards, practices, characteristics, equipment and products related to the hospitality (food, beverage and entertainment), lodging, outdoor recreation and golfing industries; extensive experience in five different areas (food, beverage, entertainment, lodging, and outdoor recreation). 2. Knowledge and ability to adapt concepts, principles, and techniques of disciplines such as business administration, accounting, economics, business law, statistics, and data processing. Knowledge and skill to gather, analyze facts, devise solutions and identify changes and trends. Knowledge and extensive experience in NAF and APF fund accounting principles and procedures; skilled in basic accounting, cost comparisons, budgets preparation, financial analysis, asset controls, and short and long term facility requirements. 3. Working knowledge and experience in DOD, Department of State, United Nations Command, Japanese Self Defense Force and the Government of Japan protocol procedures, functions and etiquette; ability in arranging and supervising events which involve protocol and courtesies to high level command positions or dignitaries and guests. Functional knowledge and understanding of Japanese culture and customs gained through various working contact and exposure. Knowledge of diverse personnel policies, procedures, rules and regulations (USGS, USNAF, and Government of Japan Independent Hire Agreement) in order to plan, organize and direct a large workforce through subordinate managers at a large, multi-mission or complex organization. 4. Knowledge of resource protection to include security concepts, principles, practices, and standards relating to the protection of resources, crime prevention and suppression. Knowledge of the operation of and required standards for physical protective equipment and systems. 5. Skill in design and development of new facilities, to include expansion, consolidation, and in developing programs which can improve participation and sales; develops new processes and writes specifications for contracts and other documents. Skill in written and oral communication to review and edit a wide variety of staff summary sheets, reports, briefing slides and management responses to higher levels of management; ability to communicate orally with emphasis on speaking in front of large groups and briefing commanders. 6. Skill in planning and carrying out crime-deterrent procedures. Ability to analyze and interpret financial reports, schedules and statements. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
