UnitedHealth Group Sr. Business Analyst Consultant - Remote in Winooski, Vermont

Primary Responsibilities:

  • Provide subject matter expertise across all aspects of QHP and Medicaid eligibility and enrollment on the Vermont Health Insurance State Based Exchange (VHC) to internal Optum teams and to an external customer

  • Understand and translate complex business needs into detailed software requirements, ensuring that development efforts align with rules and regulations for QHP and Medicaid programs and Vermont specific policies

  • Gather, analyze, and document business requirements for the Vermont Health Connect State Based Exchange software development team

  • Draft and refine requirements that clearly communicate user needs and expectations to the development team

  • Design user experiences to guide the development process

  • Define standard operational processes and document end-user job aids for QHP/Medicaid eligibility and enrollment workflows

  • Collaborate closely with developers and stakeholders across our US and India teams to ensure that requirements are understood and met

  • Define and execute software validation test cases for new features relating to the Vermont Health Connect SBE

  • Utilize ALM for requirement and defect management and Selenium for test case automation

  • Perform demos and end user training for QHP/Medicaid workflows and application workarounds

  • Analyze and resolve QHP/Medicaid case specific issue tickets reported by application users

  • Participate in 24/7 on call application support rotation for functional checkouts and war rooms

Required Qualifications:

  • 10+ years of experience with requirements analysis and documenting software requirements

  • 8+ years relevant business analyst experience supporting the operation of a State Based Insurance Exchange

  • 8+ years of experience supporting eligibility and enrollment processes for QHP and Medicaid programs

  • 5+ years of experience working on a DevOps delivery team

  • Proven experience in leading cross-functional teams and managing complex projects

  • Experience with ALM and Selenium

  • Proven excellent customer facing communication and collaboration skills, with the ability to work with international teams

  • Ability to work evenings and weekends to support a 24x7 high availability project

Preferred Qualifications:

  • Experience using Oracle Siebel CRM

  • Experience with Agile methodologies

  • Experience in creating comprehensive documentation and training materials

  • Familiarity with APIs and software development languages

  • Proficiency in SQL and data analysis

  • Demonstrated solid commitment to delivering high-quality work and exceptional user experiences

Pay is based on several factors including but not limited to local labor markets, education, work experience, certifications, etc. UnitedHealth Group complies with all minimum wage laws as applicable.
