Bureau of Land Management Supervisory Geologist in Winnemucca, Nevada

This position is authorized a 20% incentive if eligible - see Additional Information Responsibilities Perform personnel management functions such as establishing performance standards and evaluating performance; identifying developmental and training needs of employees; and determines acceptability of contractor work. Develops plans and work schedules; organizes work, sets priorities, and determines resource requirements; determines short- or long-term goals and strategies to accomplish them; monitors progress and evaluates outcomes. Supervise and provide leadership, guidance, and direction to subordinate staff in a broad range of activities and functions including geology, fluid minerals and renewable energy development. Provide technical and administrative supervision of professional, technical, clerical and administrative positions to carry out the mission of the organization. Makes resource management decisions on a variety of mineral, fluid minerals and resources, such as leasable and locatable minerals, and fluid resources. Uses an interdisciplinary approach that ensures the development and maintenance of a program of conservation, protection and management of the public land resources using a multiple use concept. Oversee staff development of appropriate NEPA documents including Environmental Assessments, Determination of NEPA Adequacy, Categorical Exclusions, and Environmental Impact Statements. Prepare and describe mineral and fluid mineral program projects as part of the Planning Target Allocation, Annual Work Plan, Mid-Year Review, and End of Year processes to ensure accomplishments and targets are reasonable and achievable. Develop and oversee the administration of the fiscal budget for the Field Office. This position has a Positive Education Requirement: There are two ways to satisfy the Education Requirement: A degree in Geology, which includes or is supplemented by 20 semester hours in any combination of mathematics, physics, chemistry, biological science, structural, chemical, civil, mining or petroleum engineering, computer science, planetary geology, comparative planetology, geophysics, meteorology, hydrology, oceanography, physical geography, marine geology, and cartography -OR- A combination of education and experience with course work equivalent to that above plus appropriate experience or additional education. Acceptable experience may have been gained through geological field or laboratory work that provided a means of obtaining professional knowledge of the theory and application of the principles of geology and closely related sciences, e.g., geophysics, geochemistry, or hydrology. Such work generally must have involved making close observations, taking samples, handling various types of instruments and equipment, assembling geologic data from source materials, and analyzing and reporting findings orally and in writing. In some situations, professional scientific experience in other fields may be accepted in part as professional geological experience. Such experience must have been preceded by appropriate education in geology or by professional geological experience and must have contributed directly and significantly to the applicant's professional geological competence. To receive credit for geological experience obtained in positions that are not full-time professional geological positions, the applicant is responsible for indicating clearly the actual time or percentage of time devoted to geologic duties within such positions, and for giving adequate descriptions of the geologic functions. At the GS-12 Level: In addition to meeting the basic education requirement, you must possess one (1) full year of specialized experience equivalent to the next lower grade level (GS-11) in the federal service. Examples of specialized experience include working with locatable and saleable minerals programs, land use plans, interdisciplinary activity plans and/or ecosystem plans; reviewing mine plans for both technical soundness and for compliance with regulations; writing and/or reviewing environmental documents to comply with the National Environmental Policy Act; providing guidance or recommendations to others on minerals related issues such as appeals and litigation; preparing and tracking budgets; supervise individuals and/or handle human resource functions while considering management objectives. There is no substitution of education for experience at this grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level. Physical Demands: The incumbent's work primarily takes place in an office setting with some time spent in the field as needed. Office work has no special physical requirements but is mentally demanding. Field work may involve arduous walking and climbing in a variety of terrain, from flat to steep, rocky, and mountainous. Field work often requires operation of 4X4 vehicles and/or Utility Terrain Vehicles (UTVs) to reach work sites. Work Environment: Office work takes place in an adequately lighted and heated indoor environment that requires no special safety precautions. Field work can involve driving long distances on unpaved roads and is carried out under various weather conditions, including temperatures that may range from 20 to 105° F. The incumbent may encounter poisonous insects, plants, or snakes while in the field. The incumbent will adhere to all safety rules and regulations and use of Personnel Protective Equipment as prescribed in manuals/supplements or by the designated Safety Officer. Education This position falls under the General Schedule Qualification Standards for Geology series 1350 and has the below Individual Occupational Requirements (IOR). This position has a positive education requirement (see qualification section for education requirements). You MUST submit a copy of ALL your college transcripts or a list of ALL college courses that include hours and grades from an accredited U.S. college/university. Upon selection, official transcripts must be received prior to appointment. If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
