Insight Global HS/PRS Program Director in Windsor Mill, Maryland

Job Description

Our client is looking to hire an HS/PRS Program Director. This individual will be supporting the MD and Philadelphia team along with helping build out the NJ team. This individual needs to be a self-starter and can help the growth of the program overall. Additional responsibilities include:

* Provide oversight and coordination for all aspects of BCC's Home Study and Post Release Services Program, including the delivery of high-quality services in accordance with regulatory timeframes to ensure that youth are safely transitioned out of ORR care and successfully integrated into their sponsor family and local community.

* Demonstrate adaptive leadership through supportive coaching and mentoring to front line personnel, supervisory staff, and program leaders. Shall provide regular guidance and training opportunities for all members of the care team. Responsible for the professional development and wellness of the department. Recognizes the importance of addressing secondary trauma for staff. Ensures talent's progress is assessed through annual evaluation.

* Embrace the concept of a trauma informed, strengths based, family driven and youth guided approach to program operations, ensuring that youth, sponsors, and families are integral partners in developing their plan of care and leading the direction of their service delivery.

* Work in and with the local communities served by the program, fostering collaboration and partnerships with community resources and support networks in the effort to establish a comprehensive network of local supports available to youth and their sponsor families.

* Engage in creative and innovative advocacy efforts aimed to ensure that youth and sponsors to have access to services identified as critical to their success and wellbeing.

* Responsible for timely completion of quarterly and annual program performance reports.

* Provides oversight to ensure accurate and timely completion of documentation as required, to include significant incident / notice of concern reporting and ensuring that all services provided to youth and sponsors are documented in the client record and required databases in accordance with state and federal regulations.

* Provides effective communication across departments and programs to ensure consistency of expectations, as well as works effectively as a member of the interdisciplinary team.

* Responsible for interviewing and onboarding new employees for the department. Integral in the orientation process for staff to teach clear expectations of the position and how it fits in the agency, provide ongoing support to the team and throughout the orientation to community-based service provision.

* Works collaboratively with the Caminos Nacional HSPRS team to coordinate service delivery, case acceptance, training and technical assistance, data monitoring and report completion.

* Demonstrates an understanding of the value of cultural diversity, including the ability to develop systems and practices that are inclusive of diverse staff members and responsive to the cultural needs of the client population served.

* Demonstrates knowledge of and familiarity with Office of Refugee Resettlement Policy and Procedures relating to the care and supervision of Unaccompanied Children. This includes knowledge of legal background and authority governing the practice as related to working with Unaccompanied Children. Ensures that the HSPRS operating model is aligned with the requirements of federal policy and the requirements as detailed in the Cooperative Agreement.

* To effectively provide oversight in the development/implementation of policies, procedures, and reports to assure effective department functioning and documentation of activity and performance outcomes.

* In coordination with the Executive Director, responsible for monitoring fiscal resources for the program and propose adjustments in resource allocation to support programs goals and financial health.

* Promote child/youth/sponsor understanding of available Board of Child Care and community resources and facilitate referrals as appropriate.

* Maintain effective working relationships with children/youth, colleagues, consultants, and community agencies.

* Develop and maintain emotional intelligence for effective self-care and the role-model for youth, staff, and families the essence of Trauma Informed Practices.

* Ensures that services are provided to all youth and sponsor families 24/7 in keeping with CARF, EAGLE, ORR, and agency standards. Ensures that there is an effective and efficient system of coordination for staff utilization related to the complexity of youth and families, i.e. transportation, crisis support, behavior management and education.

* Identify supervision and/or professional training needs to supervisor as they arise.

* Assist in the provision and facilitation of department and agency wide training opportunities.

* Flexible Hours based on the needs of the program.

* Serves as primary point of contact with ORR and other program stakeholders.

* Provides on call support as required by the needs of the HS/PRS program.

* Obtain and maintain certification as a "user" in BCC's electronic health record software system, Cx360.

Supervisory Responsibility:

* Provide direct supervision for: Lead Case Managers, Intensive Case Managers, Placement Coordinator and Operations Coordinator.

* 

* Demonstrates adaptive leadership through supportive coaching and mentoring to supervisory staff through regular administrative supervision and training opportunities. Integral person responsible for the professional development of the department, recognizing the importance of addressing vicarious trauma for staff. Responsible for providing regular feedback and annual evaluation for team members.

Work Environment/ Remote Office Requirements:

* This position requires the ability to operate both in a professional office environment as well as a remote work capacity. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines. Remote duties require the ability to procure fast, reliable internet service (15 Mbps minimum download speed required) at the remote office location. Remote workspace must allow for phone and video calls to be made without interruption, the confidentiality of protected health information to be maintained, and equipment stored securely when not in use. Board of Child Care will provide a laptop and cell phone. Employee is responsible for all other remote office equipment and costs.

Skills and Requirements

Required Education and Experience

* Master of Social Work (MSW) degree or an equivalent degree in education, psychology, sociology, or other behavioral science.

* Three years of program management experience with responsibility for supervision of employees.

*  Ideal candidate has HS/PRS experience, but open to ORR, shelter, foster care, community-based service experience (local domestic populations but have community service oversight, outreach centers),or immigrant refugee experience

* One year of experience with implementation of government contracts, grants, etc.

* Quarterly and annual reporting, various data metrics identified by federal grant manager,

* Being a part of monthly calls with grant managers, overseeing annual continuation application process

* managing grant relationship (updates, communicating with POCs, responding to data requests, and understanding turn arounds)

Preferred Education and Experience

* Child Welfare experience

* Prior experience working with refugee and / or immigrant populations

* Proficient in Spanish and English

* Licensed or License Eligible null
