Cottonwood County Deputy County Recorder in Windom, Minnesota
JOB DEFINITION: Under limited supervision, provides technical support to the County Recorder by receiving, recording and filing deeds and other related documents. ESSENTIAL FUNCTIONS: The following duties ARE NOT intended to serve as a comprehensive list of all duties performed by all employees in this classification. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties. REPRESENTATIVE DUTIES: Reviews personal property documents, real estate documents, birth certificates, death certificates, marriage licenses and other documents for accuracy and completion. Processes information on incoming documents; enters into record books; performs photocopying, cross-referencing and related tasks; makes certified copies as requested. Ensures that documents are kept in sequential order of entry according to prescribed system. Provides assistance to the public and others with ownerships, legal descriptions, certified copies and procedures for recording deeds and mortgages. Performs land title searches within legal limitations; routes to other County departments as appropriate. Oversees the collection, balancing and distribution of monies; prepares monthly and other periodical reports; makes bank deposits and reconciles bank statements; balances numerical log book, receipts and monthly cash; writes check to the County Treasurer; sends bills for services. Processes Notary Public commissions. Processes applications for duplicate, renewal, reinstatement and newly-issued driver s licenses and Minnesota identification cards; balances daily applications received; mails to the Minnesota Department of Public Safety; separates County and state fees and deposits. Performs other duties as assigned or required. KNOWLEDGE, SKILLS and ABILITIES: Knowledge of modern office practices, procedures and equipment. Knowledge of state and federal laws and regulations and County policies and ordinances regarding the operations and functions of the County Recorder. Knowledge of Minnesota real estate and commercial code laws. Knowledge of the County s topography, political subdivisions and their geographic locations. Knowledge of Minnesota Department of Public Safety drivers license rules and regulations. KNOWLEDGE, ABILITY AND SKILLS: Ability to operate various modern office equipment. Ability to read, understand and apply regulations, ordinances, codes, policies, procedures and other operational guidelines and directive. Ability to establish and maintain efficient manual and automated filing and records systems. Ability to operate a personal computer and various software applications. Ability to establish and maintain effective working relationships with County staff, local public officials, realtors, attorneys, surveyors and the general public.
