Luzerne County Attorney 2- Luzerne County Children and Youth in Wilkes Barre, Pennsylvania

Luzerne County seeks a full time Attorney to provide legal services for the Luzerne County Children & Youth Agency.  

• Prepare pleadings and represent the Agency in proceedings arising under the Juvenile Act, Child Protective Services Law and Adoption Act; • Initiate Court proceedings and try cases arising under the Juvenile Act, Child Protective Services Law and Adoption Act; • Available to Children and Youth administration and staff to ensure proper and full preparation of all court and administrative hearings; •Available to Children and Youth administration and staff for the purpose of providing consultation regarding the legal aspects of individual cases; • Provide training to Children and Youth staff regarding legal aspects of

  • Child Abuse/Neglect/Dependency
  • Permanency planning under Pennsylvania law
  • Expunction Hearings
  • Termination of Parental Rights Hearings

• Provide consultation to Administrative staff regarding administrative matters related to client services; • Represent Children and Youth in all appeals from Administrative Hearings and the Court of Common Pleas, Luzerne County to Appellate Courts of the jurisdiction of the following: 

  • Preparation of all legal pleadings;
  • Preparation of all legal briefs;
  • Preparation of all Reproduced Records;
  • Oral Argument before the Appellate Courts.

Examples of Work:

  • Has responsibility for rendering legal advice to a county agency; directs the preparation of contracts, leases, deeds, and other documents; leads in or conducts research in rendering legal opinions, preparing materials for proposed legislation, and formulating rules and regulations.
  • Performs all legal work in enforcing the laws, rules and regulations of an agency.
  • Conducts quasi-judicial hearings or advises boards or administrative officers in deciding hearings.
  • Prepares legal opinions for administrative officials.
  • Tries and argues cases in court involving civil litigation and criminal prosecution, generally in a special field of law.
  • Confers with private citizens to advise them on applicable laws and regulations.
