Summary About the Position: Must be able to satisfy the requirements of the 26JUL12 DODI 1400.25 V1230, DoD Civilian Personnel Management System: Employment in Foreign Areas and Employee Return Rights. Responsibilities Manage the coordination of contract and task order development to support recurring preventative maintenance, unscheduled maintenance and repair, and minor construction tasks for facilities throughout the Europe District's area of responsibility. Negotiate and integrate all District functions (i.e., planning, design, cost-engineering, construction, real estate, contracting, etc) and customer needs into a comprehensive management plan. Coordinate cost proposals, perform price analysis, and contribute to contract negotiations. Track services, invoices, and expenditures in financial databases and resolve any discrepancies. Maintain working relationships with stakeholders, higher headquarters, other Department of Defense activities, contractors, and organizations concerned with program activities to ensure coordination in the management of projects. Oversee contracts for quality assurance and to ensure execution is conducted in accordance with the project management plan. You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes: (1) Planning and coordinating design and construction projects using Job Order Contracts (JOC) and Multiple Award Task Order Contracts (MATOC); AND (2) Performing construction contract management, to include analyzing engineering and cost data, preparing estimates, and recommending change orders and contract modifications. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Contracting/Procurement Customer Service Project Management Technical Competence Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
