Vacancies will be filled in the following specialty areas:\ HQ Dire File\ \ The following are the duties of this position at the full working level.
- Plans, develops, and coordinates the Direct File projects that impact multiple organizations throughout the Agency. Analyzes new or proposed legislation, regulations, or other authoritative guidance to determine impact on program operations and existing policies and procedures. Identifies and analyzes critical problems\ and issues and the timing and sequence of key program events and milestones.
- Provides key input to leadership and team members. Coordinates and consults with all levels of the Service, including external stakeholders on behalf of the Direct File organization. Represents the IRS interests and coordinates the impact of the projects with employees and managers in all affected areas within the Service and with individuals and organizations outside of the Service.
- Updates project control systems used by Direct File. Conducts reviews of projects/programs within Direct File\'s scope for the Direct File and business liaisons related to the IRA Strategic Operating Plan (SOP). Ensures that plans are consistent with Service goals and objectives.
This position has career progression. If you are selected at a grade level lower than the full working level, you may be non-competitively promoted as your career progresses. For example, you may be hired as a GS-05, but if the position has career progression to GS-11, then you may move from a GS-05 to a GS-11 in as little as three years.
Specialized Experience GS-11:You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position includes: Prepare evaluations for a segment or phase of broader project or study Use conventional techniques to gather, assemble, and analyze facts, draw conclusions, and devise alternatives. Prepare draft reports and other substantive guidelines and materials. Recommend alternatives and/or changes in methods, processes, and techniques to improve program and administrative procedures. Perform operational reviews, program evaluations and guidelines pertaining to the effectiveness of line program operations. Make recommendations and conduct studies of employee/organizational efficiency and productivity.\ \ ORPh.D. or equivalent doctoral degree in a related field of study.\ \ ORThree full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree in a related field of study.\ \ ORLL.M., if related\ \ OR COMBINATION OF EXPERIENCE AND EDUCATION:You may qualify by a combination of experience and education. Options for qualifying based on a combination will be identified in the online questions.\ \ EXPERIENCE GS-12:You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes: Evaluative and analytical methods to identify and measure accomplishments and progress, revise methods and develop new approaches to information gathering; Knowledge of project management techniques to plan, schedule, and conduct complex projects; mission, organization, work processes and related administrative activities to identify actual or potential problem areas, trends, deficiencies, or other similar factors affecting operations. Your experience should include an understanding of budgeting methods and techniques, the ability to prepare analyses and estimates, and oral communication techniques sufficient to present findings and negoti te solutions.\ \ SPECIALIZED EXPERIENCE GS-13:You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes: A wide range of analytical and evaluative methods and techniques, both qualitative and quantitative; management and organizational principles to apply to programs, projects and studies concerning the efficiency and effectiveness of operations and means to improve them. Knowledge of project management and organizational to evaluate complex projects and studies and the ability to identify problem areas, trends, deficiencies, or other similar factors affecting operations. Your experience should include an understanding of budgeting methods and techniques, the ability to prepare analyses and estimates, and oral communication techniques sufficient to present findings, deliver briefings, and negotiate solutions to disputed recommendations.
