Distinguishing Features of Work:

Join us in a dynamic role involving administrative and technical supervision, where you\'ll lead a sizeable team responsible for the construction, repair, and maintenance of natural waterways, drainage systems, dams, and storm water facilities. Oversee the execution of projects, including flood control initiatives, stream and rainfall monitoring, and storm water pump stations. This position entails guiding employee supervisors, skilled laborers, and equipment operators in maintaining flood control structures and drainage systems. Your independent judgment will be crucial in managing field operations. Your work will be guided and assessed through goal-setting and subsequent progress evaluations.

Examples of Work Performed:

  • Assists the Stormwater Engineer with the preparation of annual renewal and replacement plans.
  • Assists the Stormwater Engineer with the development of plans and management of capital projects.
  • Plans and supervises the work of technical and non-technical employees.
  • Supervises the use of equipment and the assignment of work crews; directs the keeping of work and asset records and the stocking of tools and materials; may be asked to prepare detailed specifications for new equipment and vehicle purchases.
  • Assist the Stormwater Engineer with project feasibility studies; recommends action to leadership.
  • Assists with negotiations related to consultant contracts and monitors contract performance.
  • Assists with planning, development, coordination, and scheduling of project work such as renewal and replacement and capital projects and related financial tasks.
  • Confers with consultants, field engineers, contractors, utility companies, and suppliers of materials and equipment.
  • Evaluates work completed by consultants and staff for quality control and adherence to City standards.
  • Ensures conformity with plans, specifications, standards, and policies.
  • Supervises and directs safety activities among employees.
  • Develops cost estimates of work programs.
  • Develops and maintains a complete training program for the operation of earth moving, mowing, digging, seeding, cleaning, spraying, and other tasks requiring the use of specialized equipment and manual labor.
  • Keeps records and prepares technical reports of work actives.
  • Completion of work assignments will require the operation of a vehicle.

Requirements of Work:

Knowledge of materials, methods and practices essential to the construction, maintenance, repair, and operation of flood control structures, storm water pump stations, and drainage ways; and knowledge of principals of civil engineering as they apply to the maintenance and operation of drainage systems.

Knowledge of occupational hazards and precautions applicable to a maintenance operation.

Knowledge of methods, tools, equipment, and materials used in reconstruction and maintenance.

Knowledge of modern methods and techniques of design, construction, maintenance of public improvement projects, and environmental and regulatory compliance.

Knowledge of the principles and practices of professional engineering.

Ability to quickly develop knowledge of the City\'s drainage systems and the Wichita Valley Center Flood Control project.

Ability to quickly develop thorough knowledge of relevant federal and state regulations.

Ability to effectively plan, organize, and supervise the w rk of others.

Ability to read and interpret engineering specifications and drawings, and keep records and make technical reports.

Ability to use a computer to access, interpret, and record information.

Ability to recognize needed repairs and to make time and material estimates.

Ability to develop cost estimates for public improvement projects.

Ability to lay out and direct the design of construction projects of broad scope.

Ability to resolve unusual construction complaints.

Ability to develop and maintain effective working relationships with associates, representatives of other organizations, and the public.

Ability to lean and reach as needed to read and interpret building plans and specifications from a print that may be as large as 36 by 48 inches with information printed as small as twenty characters per inch; work outdoors when inclement weather conditions are present; tolerate airborne environmental nuisances associated with outdoor sites; traverse uneven, unstable, and sometimes slippery terrain.

Ability to communicate clearly and effectively, both orally and in writing.

Ability to acquire and maintain a valid Kansas driver\'s license.
