U.S. Army Test and Evaluation Command Explosives Safety Specialist in White Sands Missile Range, New Mexico
Summary About the Position: This Explosives Safety Specialist is located at White Sands Missile Range Commanding General with duty location of White Sands Missile Range, Dona Ana New Mexico. The Range provides Army, Navy, Air Force, DoD, and other customers with high quality services for experimentation, test, research, assessment, development, and training in support of the Nation. Responsibilities Provide technical explosives guidance/advice on such matters to Installation Safety Director, Safety Manager, operational supervisors, command group, and tenant unit/agencies and officials. Investigates ammunition and explosive accidents and incidents, and weapon-related accidents and incidents. Monitor the effectiveness of explosives safety policies and procedures within WSMR that present potential safety and health hazards to military, civilian and contractor personnel, equipment, and the public. Evaluate the technical aspects of the overall explosives’ safety program for organization/command for compliance with safety standards. Prepare explosive safety site plans and safety submissions for White Sands Missile Range and, Department of Defense Explosives Safety Board (DDESB) for review and approval. Prepare survey and inspection reports identifying unsafe operations and conditions, specifying corrective actions and provides recommendations for program improvements. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience. Specialized Experience: One year of specialized experience which includes: (1) experience assisting with inspections of facilities and equipment to determine compliance with applicable occupational safety standards; (2) experience providing input to reports identifying unsafe operations and conditions; and (3) experience advising personnel of appropriate measures to control or eliminate hazardous operating processes which may cause mishaps. This definition of specialized experience is typical of work performed at the next lower level/grade position in the federal service (NH-02/GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Communications Explosives Operations Explosives Safety Management Education Additional Information Position may be filled as a time-limited promotion, reassignment or change to lower grade not to exceed (NTE) 4 years by a current permanent Army employee. Time-limited promotions may be extended up to a maximum of five years. Time-limited reassignments and changes to lower grade may exceed five years, however return rights may be impacted. Position may be made permanent without further competition. Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct deposit of pay is required. Payment of Permanent Change of Station (PCS) costs is not authorized, based on a determination that a PCS move is not in the Government interest. Relocation Incentive may be authorized. The U.S. Army Test and Evaluation Command (ATEC) is participating in an alternate personnel system known as the Acquisition Demonstration Project (AcqDemo). Among other features, the Demonstration Project replaced GS grade levels with occupational families and pay bands. The band NH-03 is equal to the former GS-12 Step 01 through GS-13 step 10. ATEC uses salary control points to allow for differentiation in the level of positions within the same broadband. Therefore, the salary for this position will be set no higher than $113,604.00 including locality.
