We are looking for an Inspection Specialist to provide support to the Inspection Director and department, specifically in the areas of HQS enforcement actions according to policies and procedures, rent increase determination, and inspection clerical support. Responsible for recommending changes in operations and adjustments in resource utilization to correct deficiency situations and assist to achieve balanced program operations. Assist with special projects as assigned by the Supervisor and Director.Essential duties include (but are not limited to):Support overall planning and scheduling of the Housing Quality Standards (including Lead-Based paint compliance) inspectionsProcess unit abatements as provided from the inspectors in a timely manner and according to HCR Administrative PlanProcess lifting of abatements as provided by the inspectors in a timely manner and according to HCR Administrative PlanEnsure HAP payments are not released to owners for units under abatementNotify Housing Specialist of units under abatement and moving to HAP Contract terminationMust demonstrate the ability to analyze, monitor and review HQS inspection reports to determine late inspections and forward potential late inspection for schedulingMust demonstrate the ability to review, correct and distribute daily error reportsMust submit Infraction notices to participants relative to HQS issues · Must demonstrate the ability to negotiate rent with property agents/ owners and ensure compliance with HUD’s Rent Reasonableness guidelinesMust demonstrate the ability to coordinate utility allowance discrepancies after inspections have been performed when applicableMust demonstrate the ability to provide competitive market analysis research, and maintain rent reasonablenessMust demonstrate the ability to process Request for Tenancy Approval (RTA) in a timely manner when requiredMust demonstrate the ability to approve rent increases, including Rent reasonableness determination process when requiredMust demonstrate the ability to communicate and provide program information to prospective landlords and assist tenants with all inquiries regarding lease and contract issuesOther duties as assignedQualifications/Experience:Bachelor’s degree and three (3) years of experience in the development or management of either multiple housing units in public/private sector or housing subsidy programs ORAn equivalent combination of education and experience PLUSKnowledge of the Housing Choice Voucher Program requirements, policies and proceduresThorough knowledge of the HQS Inspection Standards and HCR Housing Choice Voucher ProgramKnowledge of HCR’s administrative and operating policies and proceduresJob Type: Full-timeBenefits:401(k)401(k) matchingDental insuranceEmployee assistance programHealth insuranceLife insurancePaid time offVision insurance
