Indian Health Service Contract Officer Representative in White Earth, Minnesota

Summary This position is located in the Department of Health and Human Services, Indian Health Service, Bemidji Area Service Units. The position will report directly to the Bemidji Area Supervisory COR located at the Area Office. The position provides professional oversight, advice, technical direction and assistance to Bemidji Area-wide hospitals, health centers, programs and activities as a Contract Officer Representative. Responsibilities Participates in the processing of acquisitions such as planning, negotiation, administration, and closeout. Identifies potential suppliers, assures adequate competition, and prepares solicitation for review. Reviews and analyzes bids for responsiveness and bidders for responsibility. Recommends award of contract. Reviews and monitors the administration of the contract post award. Prepares final documentation of the negotiation process. Requirements Conditions of Employment Must pass pre-employment examination. Background Investigation: If you are selected for this vacancy, you must undergo a pre-employment fingerprint check and background investigation. Fingerprint results and background investigation documentation must be cleared prior to hire. Qualifications To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. MINIMUM QUALIFICATIONS: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: GS-07-1 full academic year of graduate education or law school or superior academic achievement. OR 1 year of specialized experience equivalent to at least GS-5 grade level. Examples include: 1) Serves as the organization's Contracting Officer's Representative (COR) for program functional areas on the installation. Serves as the technical liaison between the contractors and the Contracting Officer. 2) Monitors, reviews, and determines whether the contractors' performance is in compliance with terms and conditions of the contract specifications and inspects all work for full compliance with contract requirements. 3) Notifies the Contracting Officer of violations of labor standard provisions, work that does not comply with contract requirements, and if contractor fails to remove, correct, or replace rejected work. Determines that Government furnished Property (GFP) and Contractor Acquired Property (CAP) under the contract is properly maintained in satisfactory condition and that it is used to its designed intent. Initiates corrective action ensuring all defects and omissions are corrected or completed and that the contractor provides formal proposals for contemplated changes. Maintains effective surveillance of the contracts for compliance with the Quality Assurance Surveillance Plan (QASP) and initiates changes in surveillance methods. GS-09-2 full academic years of progressively higher level graduate education or masters or equivalent graduate degree or LL.B. or J.D. OR 1 year of specialized experience equivalent to at least GS-7 grade level. Examples include: Review requisitions to determine method of procurement. Perform contracting methods and contract types relating to the performance of pre-award and post-award. Evaluate bids or proposals for compliance with specifications or purchase descriptions. Negotiate prices. Monitor contractor responsibility. GS-11-3 full academic years of progressively higher level graduate education or Ph.D. or equivalent doctoral degree. OR 1 year of specialized experience equivalent to at least GS-9 grade level. Examples include: Evaluate market conditions applicable to program and technical requirements sufficient to evaluate bid responsiveness, contractor responsibility and performance. Identify alternate courses of action by analyzing difficult contractual functions. Resolve incomplete or conflicting technical, program, and contractor data. Plan and coordinate procurement activities. GS-07-Conditions of employment: This position requires a Federal Acquisition Certification -Contracting Officer Representative I (FAC-COR I) within 120 days from date of hire. GS-09-Selective Placement Factor: Must possess a Federal Acquisitions Certification-Contracting Officer Representative I (FAC-COR I) and show evidence of possession by submitting a copy of the certification when applying to the position. Condition of Employment: This position requires a Federal Acquisition Certification Contracting Officer's Representative (FAC-COR) Level II within 12 months of hire. GS-11-Selective Placement Factor: Must possess a Federal Acquisitions Certification-Contracting Officer Representative II (FAC-COR II) or Defense Acquisitions Workforce Improvement Act Level 2 (DAWIA Level 2) Certificate in Contracting and show evidence of possession by submitting a copy of the certification when applying to the position. Condition of Employment: Must have DAWIA converted to FAC-COR II within 90 days from date of hire. You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. This credited service can be used in determining the rate at which they earn annual leave. Recruitment or relocation incentives may be authorized. At least a 6 month service agreement will be required. This position has promotion potential to the GS-11 grade level. Promotion to the next grade level is at management's discretion and is based on your demonstrated ability to perform the higher level duties, the continuing need for the higher level duties, and "Regulatory/Administrative" approval.
