In your role as a Labor Department Resource Associate, you will have the opportunity to:
Field incoming phone calls from parties (claimants and employers) to answer any questions related to Merit Rating;
Review and process employer appeals;
Set up hearings to address an issue which can affect a claimant’s eligibility that was not covered or discovered when the claimant filed for benefits;
Adjudicate charge only cases to determine employer’s liability in accordance with regulations and statutes;
Review appeal decisions to determine liability for the employer’s and if adjustments need to be done to the employer’s account;
Respond to customers regarding MRU functions and questions;
Issue decision letters based on employer protests;
Make adjustments to employer’s experience account to assure charges to their experience account are accurate;
Assist with processing quarterly charge statements and Annual tax rates;
Perform related duties as required.

PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Department of Labor this class is accountable for such activities as program development, automation support, grants and contract development, monitoring and evaluation or training and/or technical assistance to field staff or centrally located direct service providers. The class may function in such areas as operational support, appeals, program policy and staff development.
EXAMPLES OF DUTIES
Performs such activities as program development, automation support, grants and contract development, monitoring and evaluation or training and/or technical assistance to field staff within various units or program areas;
Develops and presents training programs in assigned functional areas;
Identifies problem areas and recommends corrective action to remedy deficiencies in meeting program goals;
Monitors programs and activities for completeness, compliance with legal mandates, fiscal requirements, efficiency and customer satisfaction;
Assists in planning and development of new programs;
Analyzes need for new or enhanced data processing capability within programs and facilitates development or modification of systems to meet program needs;
Analyzes impact of state and/or federal legislation and regulations on departmental programs and procedures;
Adapts federal regulations for state use and develops appropriate procedures for implementation;
Develops procedural manuals and drafts informational memorandums;
Prepares federal, state and/or agency reports;
May speak before professional groups and labor organizations, municipalities, employers or community groups regarding programs and services;
May serve as a team leader assigned to conduct program reviews of various unit operations;
May provide input regarding budget requests within functional and/or program areas;
May conduct investigations and monitor internal security procedures;

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Seven (7) years of technical level experience in counseling, employment placement, veterans employment and training support services, public contact work, human service programs, community action programs, job service, unemployment insurance or employment and training functions.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
One (1) year of the General Experience must have been in program development, automation support, grants and contract development, monitoring and evaluation or training and/or technical assistance.
NOTE: For state employees this experience is interpreted at the level of a Labor Department Associate Community Services Representative performing work in the targeted program area.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
A Master's degree may be substituted for one (1) additional year of the General Experience.
For state employees one (1) year of experience as a Labor Department Adjudications Specialist, Labor Department Career Development Specialist or Labor Department Business Services Specialist performing technical work in the targeted program area may be substituted for the General and Special Experience.
PREFERRED QUALIFICATIONS
Experience in UI processes including the State Information Data Exchange System (SIDES), initial claims, Appeals, Benefit Payment Control, Adjudications, monetary and non-monetary determinations etc.
Experience in Adjudications Re-Employ.
Experience with basic accounting mathematical calculations.
Experience researching, interpreting, and consulting on CT UI laws and regulations.
Experience providing customer service and information to the public, including those who may be dissatisfied or frustrated, in a patient, respectful and professional manner.
Experience navigating through the ReEmploy CT platform and using a variety of software programs, including Microsoft Outlook, Word, Excel, and Teams.
Experience working independently using initiative and problem-solving skills to complete tasks on time with minimal supervision.
SPECIAL REQUIREMENTS
Incumbents in this class assigned to veterans program positions will be required to meet the qualifications set forth in Title 38, i.e., must be veterans, preferably disabled veterans, or other qualified, eligible persons. Any employee who bumps a Labor Department Resource Associate in a veterans program position must meet the eligibility requirements under Title 38.
Incumbents in this class may be required to travel.
Incumbents in this class may be required to speak a foreign language.
