Position classification

Hybrid -- Job duties and expectations allow for onsite and remote work scheduled every week. Employees in this classification are regularly scheduled onsite one (1) to four (4) days per week based on the County needs and as determined by Department Director. Hybrid classified roles can be onsite more than the set minimum based on employee preference.

What Success Looks Like In This Job

The Community Engagement and Presence Liaison - LEAP is responsible for assisting in the coordination, creation, implementation, and oversight of customer outreach & education services and activities for the Low-Income Energy Assistance Program (LEAP). This position reports to the Community Engagement and Presence Supervisor in Community Support Services.

Examples of Duties for Success

•Coordinates all customer outreach, public education programs, and related activities for the Economic Mobility Division as it relates to the Low-Income Energy Assistance Program (LEAP).

•Continually identifies hard-to-reach or under-served populations within Adams County and strategizes ways to increase LEAP resources and enrollment to Adams County citizens.

•Is a subject matter expert in LEAP services, including specific weatherization and energy conservation initiatives to assist and educate vulnerable populations within the community.

•Effectively communicates eligibility rules and regulations, rights and responsibilities, benefit allotments, reasons for approval or denial, and rights to appeal to customers.

•Identifies locations within Adams County to build partnerships, such as specific community groups, apartment complexes, and so forth.

•Develops and maintains collaborative relationships and partnerships with public and private agencies, advocates, and local officials in every identified community to increase awareness of LEAP.

•Represents the Economic Mobility Division at various public forums and elsewhere as required in discussing customer. outreach, program education, and related topics pertaining to weatherization and energy conservation efforts and LEAP. •Assists in the development and implementation of policies and procedures for providing customer outreach and public education activities for LEAP.

•Seeks potential funding, materials, and other types and sources of assistance for community outreach and education projects and activities.

•Develops effective customer outreach and public education strategies utilizing resources available at the county, state, and federal levels as well as non-public funding sources.

•Creates community and organizational training materials and presentations to educate others on weatherization and energy conservation efforts and LEAP.

•Provides technical assistance and guidance to community groups, boards, similar organizations, and other county and city offices and departments in the service of weatherization and energy conservation efforts and outreach, including LEAP.

•Provides extensive community engagement and resources related to LEAP throughout Adams County.

• Develops and maintains databases comprising of statistics, planning and development issues, action

strategies, resources, and other relevant elements, and tracks and reports on the progress of implementation goals and objectives.

• Works with organizations to advertise and publicize LEAP.

• Assists in training temporary LEAP team members during the LEAP season each year (November-

April).

• Assists in planning, conducting, and implementing plans, special studies, and projects as assigned.

• Performs other related duties and responsibilities as required.

Qualifications for Success

•Collaborate with others throughout Adams County government working on customer outreach and education as it relates to LEAP.

•Interpersonal skills that promote partnership and collaboration among agencies.

•Ability to communicate clearly and concisely, both orally and in writing, in both small and large group forums.

•Ability to effectively speak in public, including facilitating community meetings and gaining cooperation through discussion and persuasion.

•Bilingual in Spanish and English, or the ability to use a multitude of translation tools to communicate effectively and accurately with the public.

•Strong ability to work independently while meeting deadlines and maintaining a high quality of work.

•Perform a wide variety of administrative and coordination duties with little or minimal supervision.

•Extensive knowledge of weatherization and energy conservation efforts and community resources.

•Ability to effectively coordinate and plan with neighborhood groups and citizens, non-profit organizations, federal, state, and county departments, and municipalities.

•Willing and able to travel throughout the county and occasionally work evenings and weekends, as required.

•Gather and interpret complex data, prepare clear and concise administrative and financial reports, and develop appropriate recommendations.

•Analyze problems, identify alternative solutions, anticipate consequences of proposed actions, and implement recommendations.

•Use a variety of office computer programs and database systems.

•Operate a motor vehicle safely, including knowledge of safe driving principles and practices.

•Establish, maintain, and foster positive and harmonious working relationships with those contacted in the course of the work.

•Enjoys the challenge of unfamiliar tasks or ambiguous conditions and is able to adapt quickly when facing new problems or obstacles.

More Qualifications for Success

Experience:

?.At least two (2) years of experience in public assistance programs is preferred.

2.Working experience in LEAP is highly preferred but not required.

3.Experience as a CSCMII/III/Lead with consistently high case accuracy rate is preferred but not required.

4.At least two (2) years of extensive public contact experience that includes community services, human services, education, social work, or a similar field.5.Previous experience in performing community outreach activities for government or a non-profit agency is highly desirable.

Education and Training:

1.High School Diploma or GED equivalent

2.A Bachelor's Degree or greater with major course work in business administration, public administration, human services, community development, social work, behavioral science, or another related field, is strongly preferred.

License or Certificate:

1.Must possess, or have the ability to obtain, a valid Colorado Driver's license.

2.Background Check: Must pass a criminal background check and motor vehicle background.
