Job Title: Applied Studies and Technology Program Manager

Location(s): Westminster, CO

Status: Full-Time

FLSA: Exempt

Hiring Range: $110,000 - $160,000/yr. ( The anticipated starting salary is based on minimum requirements for this position. The offered salary will be based upon the selected applicant’s education, training, and experience.)

RSI is recruiting an Applied Studies and Technology (AS&T) Program Manager to lead the LMS AS&T program ( https://www.energy.gov/lm/applied-studies-and-technology-ast ) and manage 10 staff. The mission of AS&T is to incorporate advances in science and technology to move the “state of science” in long-term stewardship strategies and methods into the “state of the practice” at LM sites. Current AS&T study areas include understanding the causes of erosion occurring on and within disposal cell covers and developing mitigation methods, evaluating different techniques for converting disposal cell rock armor covers to evapotranspiration (ET) covers, using unmanned aerial systems (UAS) to collect multispectral data related to plant health and transpiration rates, cross-hole and vadose zone tracer tests to evaluate controls on uranium transport, and characterizing and understanding the role of uranium secondary sources on plume longevity. AS&T collaborates with National Laboratories and universities to solve the above-mentioned projects. AS&T also has an educational collaboration program that provides internships and promotes collaboration between LM and universities. Lastly, AS&T has an analytical laboratory that supports projects.

Because AS&T focuses broadly across many different science and engineering disciplines, utilizes emerging technologies, and collaborates with National Laboratories and universities, the AS&T Program Manager needs sufficient scientific background to understand the principles of AS&T projects, lead proposal efforts, and present and defend project findings and merit. The AS&T Program Manager is responsible for the AS&T budget and provides monthly progress and financial updates to Project Controls. A strong understanding in Earned Value Management is required to accurately report project status and schedule along with an understanding of Life Cycle Baseline budgeting and planning.

This position is required to travel 10% to 25% of the time.

Essential functions, work experience, skills, and capabilities:

  • Communication and Stakeholder Engagement: Facilitate effective communication among key stakeholders, including the LMS Program Manager, LM and LMS Senior Managers, LMS Site Leads, and LM Site Managers. Maintain regular communication channels to ensure alignment with project goals and objectives.

  • Cultivate partnerships with external organizations, academic institutions, and industry leaders to enhance program capabilities and expand opportunities for collaboration.

  • Leadership and Strategy: Lead and strategize AS&T initiatives, contributing to the development of strategic plans for project execution. Foster a culture of collaboration and innovation within the AS&T team. Support the professional growth of AS&T staff through mentorship and development initiatives. Provide guidance and feedback to help team members achieve their career goals.

  • Lead cross-functional teams of researchers, engineers, developers, and other stakeholders to execute program initiatives effectively.

  • Budgeting and Resource Management: Manage the AS&T budget, including forecasting, tracking expenses, and ensuring compliance with financial regulations. Conduct comprehensive resource planning to optimize resource utilization and allocation. Monitor project expenditures and provide regular updates on financial status.

  • Project Oversight and Reporting: Oversee project activities, ensuring adherence to timelines, budgets, and quality standards. Identify and address any issues or risks that may impact project delivery.

  • Manage applied scientific, engineering and technology projects, with a strong background in project management methodologies, tools, and practices.

  • Quality Assurance and Compliance: Apply quality assurance processes to ensure program deliverables meet high standards of excellence across applied studies, technology, and geosciences domains. Provide In-depth knowledge of the technical and regulatory framework associated with Federal Programs, capable of defending work performed by AS&T Staff and ensuring compliance with industry standards.

  • Safety and Risk Management: Promote a culture of safety throughout the project life-cycle, emphasizing the importance of adherence to safety protocols and procedures. Identify and mitigate potential risks and issues throughout the program life-cycle, particularly those related to geosciences data collection, analysis, and interpretation, to ensure program success.

  • Continuous Improvement and Innovation: Encourage a culture of continuous improvement and innovation within the AS&T team. Stay abreast of emerging technologies, trends, and best practices in relevant fields to inform program strategy and direction.

  • Training and Development: Provide training and professional development opportunities to program staff, including geoscientists, technologists, and interdisciplinary teams, to enhance their skills and capabilities.

  • Analytical and Problem-solving Skills : Apply analytical and problem-solving skills, with the ability to make data-driven decisions and adapt to changing circumstances, optimizing project outcomes, and minimizing risks.

  • Other Responsibilities: Fulfill additional duties as assigned, contributing to the overall success and efficiency of the AS&T program.

Technical knowledge, certifications/licenses, and software proficiency required:

  • Strong understanding of applied research methodologies, technological innovations, and geoscience principles, including data collection, analysis, and interpretation.

  • Knowledge of industry-specific technical standards and regulations.

  • Familiarity with scientific research methods and experimental design.

  • Understanding of risk management principles and techniques.

  • Knowledge of safety protocols and procedures applicable to the industry.

  • Understanding of project life-cycle management and development processes.

  • Familiarity with emerging technologies relevant to the field.

  • Valid driver’s license.

Desirable qualifications, experience, or proficiencies of the ideal candidate:

  • PMP or other PM certification and training is preferred, but not required.

Required Education and Years of Experience:

Master's Degree in related science or engineering with a minimum 10 years’ experience or a Bachelor’s with a minimum 14 years’.

Working Conditions and Physical Requirements:

Medium Work Category - The employee exerts up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects. Able to travel on uneven ground for several miles (2-4 miles) per day under adverse weather conditions. Much of the traveling is up and down hills. Able to work in hot, cold, windy, and sometimes wet conditions. Able to work alone for several hours per day in the field. The employee is regularly required handle or feel, to reach, and communicate. The employee is frequently required to move about and maintain various positions. The employee must have the ability to perceive the environment and observe technical material and emails.
