In supporting the mission of West Chester University, the Facilities Division designs, constructs, and maintains a dynamic, safe, and sustainable campus to continually advance its nationally benchmarked living and learning community. The Division is comprised of numerous departments who, working with university stakeholders, collectively manage and oversee the natural and built-environments on the West Chester University campuses. WCU Campus includes at least 100 buildings, structures, and utility systems, including geo-exchange, electric, water, storm, and sewer. Building types include a mix of residence halls, parking garages, classroom buildings, performance space, athletics, food service, administration buildings, research facilities, and a library.

Reporting to the Assistant Vice President of Facilities Operations, the Director of Maintenance Operations and Energy Management (MOEM) provides oversight of the maintenance operations at WCU in all aspects of the University Maintenance, including but not limited to deferred maintenance, financial planning, energy management, and oversight of sub-contracted services. Working with senior leadership, the incumbent is responsible for the division's goals and objectives in-line with the University's Climate and Sustainability Action Plan. The incumbent ensures that the staff is technically proficient and motivated to provide high-quality service to the campus in a safe and code compliant manner. The Director liaises with governmental and regulatory agencies to ensure compliance of maintenance and operations.

The ideal candidate has a strong knowledge of facilities maintenance and operations - concepts, protocols, and standards. Leverage their experience, expertise, and established industry knowledge to the organization's process and success. Demonstrate attention to the determinants & priorities of facilities management while balancing business and operational needs. The candidate has strong and creative problem solving & analytical competence(s). The individual can effectively communicate (oral and written) and collaborate with cross-functional teams and stakeholders.  The candidate has a strong customer service focus, fostering a commitment to the expectations and requirements of internal and external stakeholders. 

Responsibilities include:

  • Provide leadership and supervision of the MOEM management team consisting of the Mechanical Trade Manager, General Trade Ma ager and Energy Project Manager
  • Develop, coordinate, implement, and direct programs of continuous improvement ensuring effective and efficient operations for each building and system throughout the campus. Provide expert technical solutions and direction for complex systems and projects
  • Develop and clearly communicate the productivity goals for team members
  • Manage and coordinate contracted services to supplement the in-house staff. Work with applicable University officers and liaisons to ensure all contracts are enforced with contractors and vendors
  • Ensure compliance with all local and state municipal licensing, inspection, and code requirements. Schedule inspections with the AHJ as required
  • Develop a collaborative environment to monitor, analyze, and manage the departmental budget
  • Coordinate and communicate all facilities maintenance related work across the University community. Work with leadership to maintain/manage all department campus document inventory controls including as-builts, O&M Manuals, warranties, and certifications
  • Serves on various committees including the Sustainability Council and SC Buildings and Energy Committee
  • Identify the developmental needs of the staff and initiate training, certification, and/or re-certification accreditation

Minimum Qualifications

  • Bachelor's degree in mechanical, electrical, or industrial engineering, or closely related field. An equivalent combination of education and experience may be considered
  • At least 5 years working experience overseeing a multifaceted Facilities Maintenance and Operations organization. This includes planning & managing operating budgets, and managing personnel of different levels and classifications.
  • Knowledge of CMMS and BAS programs
  • Ability to effectively communicate in writing and verbally, and present dynamically to a variety of constituents

Preferred Qualifications

  • Experience managing staff in a unionized environment; and/or 
  • Experience working at a higher education setting; and/or
  • Professional trade certification and/or advanced graduate degree; and/or
  • Possess license in a mechanical trade

Salary range between $116,086 -- $120,000 commensurate with qualifications and experience.
