I. Job Summary

Ensures the highest standards of environmental safety and operational excellence by effectively managing operation and maintenance activities at all assigned closed landfills.

II. Essential Duties and Responsibilities To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Other minor duties may be assigned.

  • Supervise site staff, contractors and/or consultants performing operations and maintenance work at assigned sites to ensure the quality and timeliness of the work.

  • Conducts, provides oversite, and ensures smooth operations including performance of routine operation, monitoring and maintenance, and construction activities. Monitors permitting and compliance issues.

  • Minimizes operational costs while maximizing productivity and maintaining safety and environmental compliance.

  • Possess or efficiently gain a solid working knowledge of all site-specific system operation and maintenance requirements, including landfill gas management systems and controls, leachate management systems and controls, water treatment systems and controls, landfill cover systems, surface water management systems and controls, and environmental monitoring networks, as well as other ancillary equipment and site maintenance requirements.

  • Acts as a liaison, where necessary, in regulatory and community relationships.

  • Complies with and ensures adherence to WM’s Mission to Zero standards and regulations to encourage safe and efficient operations.

  • Meets all financial review dates and corporate directed programs in a timely fashion.

  • Oversees certain personnel needs of the department including selecting, coaching, and training employees and evaluating employee performance. Provides input into termination, compensation, and promotion decisions.

  • Assists in the budget process, as required, and adhere to those budgets at assigned sites.

  • Ensures the cleanliness and maintenance of the physical property of the landfill through inspections and preventive maintenance programs with supervisors/employees.

  • Conducts and/or attends and contributes to periodic safety meetings to maintain favorable working relationships among employees and promote maximum morale, productivity, and efficiency.

  • Provides training and job-related presentations as needed in a positive and professional manner.

  • Prepare or update and submit required reports in a timely manner.

III. Supervisory Responsibilities

The highest level of supervisory skills required in this job is the management of supervisory employees. This includes:

  • Direct supervision of 1-2 full-time employees.

  • Direct supervision of up to 20+ third-party contractors and consultants

IV. Qualifications

The requirements listed below are representative of the qualifications necessary to perform the job.

A. Education and Experience

  • Education: Bachelor’s degree (accredited), or in lieu of degree, High School Diploma or G.E.D. (accredited) and 4 years of relevant work experience.

  • Experience: Seven (7) to ten (10) years of previous experience (in addition to education requirement).

B. Certificates, Licenses, Registrations or Other Requirements

  • Hold OSHA 19.10.120 Hazwoper and general first aid training certifications or be able to obtain them within six months of employment.

C. Other Knowledge, Skills or Abilities Required

  • A bachelor’s degree in engineering, geology, environmental science, STEM or equivalent is preferred

  • Monitoring or testing equipment operation; health, safety, and environmental regulations knowledge; supervisory experience; computer-based word processing, data management and information presentation skills.

  • Possess written and verbal communication skills, computer skills (e.g. MS Office and Power BI familiarity) and ability to learn other job related technical software. Including, but not limited to “App” based technologies to facilitate digital inspections, reporting and data/analytics.

  • Some knowledge of Programmable Logic Controllers, SCADA and/or automation and control systems is beneficial.

V. Work Environment

  • Required to use motor coordination with finger dexterity (such as keyboarding, machine operation, etc) part of the workday.

  • Required to exert physical effort in handling objects less than 30 pounds occasionally

  • Required to be exposed to physical occupational risks (such as cuts, burns, exposure to toxic chemicals, etc.) part of the workday.

  • Required to be exposed to physical environment which involves dirt, odors, noise, weather extremes or similar elements part of the workday.

  • Normal setting for this job will be 50% field (primarily closed landfills) and 50% office based.

  • Assigned to multiple facilities in Southern Ohio and Northern Kentucky. Travel for site inspections or meetings, training, or program administration purposes will be necessary three (3) to six (6) times per quarter, and that travel will require overnight stays.
