Naval Sea Systems Command PROGRAM MANAGER in Washington Navy Yard, District Of Columbia

Summary You will serve as a PROGRAM MANAGER in the TEAM Ships Front Office of the PROGRAM EXECUTIVE OFFICE SHIPS. You will serve as the Workforce Operations Director, the senior authority and expert consultant/advisor with responsibility for overall management and administration of organizational programs/projects supporting workforce operations for the Team Ships enterprise. Responsibilities You will evaluate and continuously improve upon the effectiveness and efficiency of Team Ships, NAVSEA HQ and Program Executive Office (PEO) programs to include the supporting functions of human resources and workforce development. You will lead the Human Resources Lead and Workforce Development Lead in the execution of recruiting, orientation, rotations, intern programs, personnel administration, workforce planning, billet management, training and development. You will design and execute plans/approaches to optimize workforce operations and the performance of the overall Team Ships workforce. You will review and analyze existing processes, documents improvements, new workflows and revised business models. You will be responsible for identifying resources (i.e. funding, equipment, systems, training, facilities, etc.) to support all levels of Team Ships operations. You will manage development of operating policies and procedures for Team Ships workforce operations, management, and administrative subject areas. You will direct and monitor implementation of required actions and maintain overview of reporting requirements. You will serve as the senior authority and expert consultant/advisor with responsibility for overall management and administration of organizational programs/projects supporting workforce operations for the Team Ships enterprise. You will establish work assignments to be accomplished by the employees in the program. You will evaluate employee performance. You will prepare schedules for work completion. You will ensure the timely performance of satisfactory work efforts. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the pay band NH-03 (GS-13 equivalent) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: evaluating workforce data, performance measures, plans, or policies to advise managers on workforce development requirements. Education Additional Information This position is part of the Department of Defense Civilian Acquisition Workforce Personnel Demonstration Project. The NH-4 broadband level encompasses positions equivalent to GS-14 and GS-15. This position is covered by the Department of Defense Priority Placement Program.
