Strategic Systems Programs Office PROGRAM ANALYST in Washington Navy Yard, District Of Columbia

Summary You will serve as a PROGRAM ANALYST in the TECHNICAL DIVISION (SP20) of STRATEGIC SYSTEMS PROGRAMS. This position is part of the Department of Defense Civilian Acquisition Workforce Personnel Demonstration Project. The NH-3 broadband level encompasses positions equivalent to GS-12 and GS-13. Responsibilities You will provide line managers with objectively based information for making decisions on the administrative and programmatic aspects of agency operations and management. You will serve as senior staff analyst, evaluator, or advisor to management on the effectiveness and efficiency with which agencies and their components carry out their assigned programs and functions. You will provide complex substantive management support services in key agency program areas for cost analysis, fiscal planning, or development of annual work-plan(s) to organizations. You will provide required budget data/input in the assigned program areas to the pertinent business managers in support of any actions to justify and defend all programs, plans, and budget. You will serve to lead and/or conduct management studies, surveys, reviews, and research projects. You will measure and evaluate (on a quantitative/qualitative basis) program accomplishments, effectiveness, and/or compliance with meeting specific goals, objectives, rules, and regulations. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the NH-02 (GS-11) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Applying knowledge of DoD nuclear enterprise processes (e.g. Nuclear Posture review, National Defense Strategy, etc.) to conduct communications related to materials or policies for the development and implementation of reentry systems.
