Naval Sea Systems Command PROGRAM ANALYST in Washington Navy Yard, District Of Columbia

Summary You will serve as a PROGRAM ANALYST in the REGULATORY AFFAIRS DIVISION of NUCLEAR PROPULSION DIRECTORATE of NAVSEA HQ FIELD SUPPORT. Responsibilities You will determine resource levels required to accomplish program requirements and provide advice on the establishment or clarification of strategic objectives and milestones, and supporting rationale for program performance measures and awards. You will monitor DoD, DON, OMB and Congressional action on program plans and initiatives to advise senior program managers of changes in program direction, timelines, or funding levels resulting from congressional actions and executive orders. You will attend meetings and internal agency program reviews, providing expert advice concerning the impact of planned program decisions and budgetary activities. You will lead or participate in quarterly program reviews to determine whether the contractor is accomplishing the agreed to scope of work within the funding and performance measures for the particular program. You will work with site manager, assistant managers, and program staff to develop and apply quantitative and qualitative analytical techniques to the identification and solution of sensitive policy and program management issues or problems. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the BR-02 pay band (or GS-12 equivalent) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Analyzing programs and procedures to identify deficiencies in operations or resource requirements. Examples of specialized experience may include 1) Utilizing qualitative and quantitative program evaluation methods to develop procedures and methods to assess the efficiency/effectiveness of program operations; 2) Determining resource levels required to accomplish program requirements; 3) Providing advisory services to management on complex programmatic issues.
