Naval Sea Systems Command PROGRAM ANALYST in Washington Navy Yard, District Of Columbia
Summary You will serve as a PROGRAM ANALYST in the Cyber Engineering and Digital Transformation Directorate (SEA 03) of NAVSEA HQ FIELD SUPPORT. This position is part of the Department of Defense Civilian Acquisition Workforce Personnel Demonstration Project. The NH-3 broadband level encompasses positions equivalent to GS-12 and GS-13. Responsibilities You will serve as management advisor using a high-level of discernment and judgement to address a wide variety of interrelated subject matter that can include financial, contractual, programmatic, or other program office focus areas. You will conduct studies, surveys, and reviews to evaluate program requirements, accomplishments, effectiveness, and/or compliance with meeting specific goals, objectives, rules, and regulations. You will develop guidance, policies, and procedures for organizational and program improvement as related to cost, schedule, and performance measures. You will develop and recommend methodologies and approaches to take corrective action on the effectiveness and efficiency of organizational operations. You will prepare and implement long-range planning objectives covering administrative aspects of the organization and other assigned areas. You will prepare coordinated reports, presentations, and briefings in support of program actions. You will create evaluation plans, produce metrics, trend analysis, and data sets. You will correlate and corroborate information into reports and records. You will brief senior leadership and make recommendations based on findings. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the NH-2 pay band (GS-11 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: analyzing and evaluating operational plans or programs (e.g., financial, contractual, programmatic, etc.) to make recommendations that improve the effectiveness and efficiency of business operations. Education Additional Information This position is part of the Department of Defense Civilian Acquisition Workforce Personnel Demonstration Project. The NH-3 broadband level encompasses positions equivalent to GS-12 and GS-13. The salary range shown in the announcement represents all of the positions within the NH-3 broadband level, however the salary range for this position is capped at GS-13, step 5, currently $133,692. If your current salary is above this amount, your salary may be matched. This position is covered by the Department of Defense Priority Placement Program.
