Naval Sea Systems Command PROGRAM ANALYST in Washington Navy Yard, District Of Columbia

This flyer uses the Direct Hire Acquisition Authority Business/Technical Mgmt to recruit and appoint qualified candidates to positions in competitive service. Responsibilities You will serve as a management advisor to address a wide range of issues, e.g. financial, contractual, programmatic, or other program office focus areas, requiring specialized ability to correlate and corroborate information into reports and records. You will advise others based on experience in financial management, contract administration, budget formulation and execution using the Planning, Programming, Budgeting and Execution System (PPBEs) for Program Objective Memorandum (POM) requirements. You will interpret complex legislative and regulatory policy guidance from OMB and DoD to determine the effects on the organizations budget and programs. You will provide guidance based on your leadership experience with functional groups to develop program budget estimates, analysis of shipbuilding demand signal, schedules and profiles. You will generate customized summarized financial or economic data for review by executives, managers, clients or other stakeholders. Requirements Conditions of Employment Qualifications FOR NH-03 (GS-12/13 equivalent): Your resume must also demonstrate at least one year of specialized experience at or equivalent to the next lower pay band, NH-2 (GS-11 equivalent), in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: experience analyzing the acquisition planning or execution of organizational services and material procurement to improve efficiency and effectiveness of program operations.
