Naval Sea Systems Command PROGRAM ANALYST in Washington Navy Yard, District Of Columbia
Summary You will serve as a PROGRAM ANALYST in the Program Executive Office Unmanned and Small Combatants, Naval Special Warfare Program Office (PMS 340) of PEO UNMANNED AND SMALL COMBATANTS. You will acquire and sustain systems and equipment in support of NSW mission and operations as follows: Sea Air & Land (SEAL) diver life support; SEAL Delivery Vehicle (SDV); SEAL Special Programs; SEAL weapons and ordnance systems. Responsibilities You will work directly with government experts and industry developer experts in chemical and biological materials characterization, testing, and/or production to ensure adherence to performance specifications. You will work collaboratively with lead systems engineer to ensure robust requirements engineering is executed and documented in support of evolving performance specifications. You will evaluate FoS requirements (e.g., financial, contractual, resource allocation, performance, schedules) to optimize acquisition strategies and life cycle support plans for the FoS projects. You will leverage email and verbal communications across numerous networks to concisely and precisely communicate across a broad range of SOCOM, WARCOM, NAVSEA, contractor, and warfare center stakeholders, including active military and civilians. You will optimize and manage quality assurance and quality control programs across the breadth of the projects within the overall portfolio. You will evaluate program requirements (e.g., financial, contractual, resource allocation, performance, schedules) to develop strategies for acquisition and life cycle support of weapon systems or related components. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the pay band NH-03 (GS-13 equivalent) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: evaluating program requirements (e.g., financial, contractual, resource allocation, performance, schedules) to develop strategies for acquisition and life cycle support of weapon systems or related components. Education Additional Information This position is part of the Department of Defense Civilian Acquisition Workforce Personnel Demonstration Project. The NH-4 broadband level encompasses positions equivalent to GS-14 and GS-15. Positions may or may not have a control point within bands. If the position has a control point; thus, the salary range for this position is capped at GS-15, step 05 which is currently equivalent to $185,824. If your current salary is above this amount, your salary may be matched. This position is covered by the Department of Defense Priority Placement Program.
