Department of the Navy/Assistant for Administration PROGRAM ANALYST (NCTMS) in Washington Navy Yard, District Of Columbia

Responsibilities You will be responsible for the implementation of a DON-wide enterprise campaign comprising initiatives relating to a National Call to Maritime Service (NCTMS) outreach and recruiting strategy. You will be responsible for successful accomplishment of projects, studies and other assignments requiring effective cost, schedule and performance of the program which has great importance to the DON mission. You will develop detailed plans, tasks, milestone dates and schedules to ensure proper sequencing of events and tracking of processes and costs throughout the life cycle of the program. You will review marketing efforts for NCTMS products, seeks feedback from end users, and directs necessary changes or new product development. You will lead weekly meetings (agendas, recaps, coordination) and participates in regular information planning sessions, maintains productive interaction with staff, reports on the status and progress of work. You will develop programming and budget documentation to manage the execution of NCTMS budget and contracts in coordination with FM, Contract Management Division, FLC, DLA, and other relevant stakeholders. Requirements Conditions of Employment Qualifications Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience with advanced human resources and human capital principles, concepts, methods, standards, and practices to develop policies for the organization. Experience analyzing and evaluating the effectiveness of the organization based on data findings to improve operations, (i.e. using budget and manpower management qualitative and quantitative techniques for assessing and improving complex budget issues, systems, and programs with wide organizational implications).
