The Project Acceleration and Transition Innovation Office (PATIO)helps to translate scientific and technological breakthroughs into real-world products and services.PATIOdeliversimpact through a suite of services provided to Program Managers and ARPA-H funded performers. For PATIO,success is when ARPA-H-funded technology graduates from the agency, survives in the wild, and accelerates better health outcomes for all Americans.PATIO servicesspan the lifecycle of ARPA-H projects and programs, from concept development to graduation. 

TheCommercialization Physician SMErole willbe responsible forand not limited to:

  • Advise on the development of key services and transition programs to support the entire program lifecycle

  • Develop services to be provided for and strategy for PATIO’s late-stage technology accelerator, including metrics

  • Working closely with the ARPA-H Program Managers, PATIO leadershipand ARPA-H leadership on administrative and program management problems.

  • This may include monitoring project performance and reviewing deliverables to ensure technical and programmatic goals andobjectivesare met andidentifypossible programrisks, including:

  • Providing support to Portfolio and Program Managers in their continued engagement with ARPA-H customers on the receipt, prioritization, and regular reporting of their operational capability gaps.

  • Performing routine tasks including, but not limited to, scheduling, writing internal memos,maintainingand updating Program Management records, filing, intranet website maintenance, preparing and reviewing presentations, records maintenance, and coordinating daily operations of the assigned program.

  • Providing assistancein managing and responding to program- aligned data calls, compiling information, and preparing information for reporting to senior leadership.

  • Assistingwith planning technology transitions to the respective operational customer.

  • Facilitate collaboration between researchers and ARPA-H stakeholders and customers.

This is a hybrid position and will require up to 3 days on-site.

Required Qualifications

US Citizen and able to obtain a Public Trust Clearance

Medical Doctor (M.D.) degreerequired

15 years of professional experience

Desired Qualifications

  • Experience including a combination of technology/research and business experience; startup/entrepreneurial experience is highly desirable.

  • Experience in areas such as market research, financial analysis, product development and/or supply chain/manufacturing is desired.

  • Strong technical background in areas such as engineering, technology development or scientific research is highly desirable.

  • Strong written and oral communication skills, including the ability to clearly communicate technical and/or financial ideas and concepts towide-rangeof audiences is highly desired.

  • Experience including a combination of technology/research andbusiness and health care practice required.

  • Experience in design and user centered product development, engagement and transition of health care solutions is highly preferred.

  • Experience in integrating technology into clinical and care delivery workflows preferred.

  • Demonstrated creativity, foresight, professionalism, and mature judgment inanticipatingand solving financial, business, administrative, or program management problems.

  • Demonstratedproficiencyusing modem PC computer techniques, systems, and tools such as Microsoft Word, PowerPoint, Project, and Excel.

  • Experience inestablishingstrong working relationships with R&D program managers as well as organization leadership; tracking task order efforts to rapidlyidentifyand resolve potential andnew problems; andidentifyingand resolving administrative and contractual issues related to a support services contract isrequired.

  • Experience monitoring project development performance and reviewing deliverables to ensure technical, programmatic, and financial goals andobjectivesare met andidentifypossible programrisks.

  • Excellent communication, collaboration, and presentation skills. Proven results-oriented problem-solving abilities. Experience with presentation graphics and/or spreadsheet tools.

  • Experience providing guidance, feedback, and consulting services to federal program managers.

  • Ability to work in a dynamic team-oriented environment,demonstrateteamwork and initiative, and function productively in the face of new assignments and the re-prioritization of existing assignments.

  • Experience preparing and reviewing presentations, reports, project schedules and weekly status inputs.

Client Engagement

  • Learn about the Noblis business development lifecycle, processes, tools, and account structure

  • Contribute specialized domain or technical content to proposal sections or client white papers

  • Build a productive relationship with your client and understand their structure and goals

Program analyst experience preferably in an R&D environment.

Demonstrated experience in the following:

  • Developing briefings to technical and non-technicalaudiences;

  • HHS policies and regulations; and interacting with multiple internal and external personnel with excellent communication, project management, and organizational skillson a daily basis.

  • Previoushealthcare experience is desirable with at least one (1) year working with ARPA (e.g.IARPA, DARPA, HSARPA, ARPA-E).

  • Flexibility and adaptability to work in a fast-paced environment as well as creativity to proposenew ideasto enhance communication products.

  • Collaborating with Program Managers and Subject Matter Experts (SMEs) to gather information related to development and transition.

  • Demonstrated experience developing strategies for technology transfer

  • Demonstrated experience providing communications, writing, and editing guidance to teammates.

  • Excellent written and oral communication skills as well as organizational skills.

  • Ability to work on multiple projects simultaneously inclusive ofdemonstratedexperience prioritizing, tracking, and adjusting work streams as required with sufficient attention to detail to ensure efficient follow-through to project completion.

  • Experience providing consistent and clear communication with all levels of the government, including senior leadership.

Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis’ total compensation package.

Posted Salary Range

USD $109,100.00 - USD $170,450.00 /Yr.
