Government Accountability Office Supervisory Management & Program Analyst in Washington, District Of Columbia

Summary This position is located in the Government Accountability Office (GAO), Continuous Process Improvement Office (CPIO), Washington, DC. CPIO oversees efforts to maximize GAO's value by: Refining standardized processes to improve workflow efficiency, enhance management oversight, and ensure consistent, measurable outcomes, and Empowering staff with tools to enhance work processes, increase efficiency, and facilitate agile, cost-effective, data-driven decision-making. Responsibilities As a Supervisory Management & Program Analyst, MS-343-I, your typical work assignments may include the following: Directing the work of subordinate staff and performs supervisory responsibilities that include assigning work, establishing performance criteria and standards, evaluating performance, providing technical and administrative advice and assistance as needed, with resolving complaints and grievances, providing staff development and initiating improvement plans, and taking disciplinary actions. Identifying assignments by setting and adjusting priorities considering the difficulty and requirements of actions and the appropriate technical resources, skills, and experience levels needed for projects and other activities to coach, train, mentor, and develop staff. Serving as an expert project and program planning resource, advises management on developments in the project management field, facilitates project teams, and assists project leaders in applying project management techniques and practices, including providing formal training, coaching, and informal assistance on all aspects of project, program, and portfolio management to CPIO and non-CPIO staff and managers. Collaborating with CPIO colleagues, key leaders, and managers to provide input on strategic objectives and business plans that focus on improving performance and achieving outcomes, and uses organizational analysis processes to align activities, core processes and resources to support accomplishment of desired outcomes. Collaborating with CPIO technical staff on process improvement and change management, such as for involving stakeholders, assessing the GAO environment, mapping core business functions, conducting organizational analyses, identifying root causes, and developing and implementing new processes, programs, and procedures. Completion of a one year supervisory probationary period may be required. Qualifications You may qualify at the MS-I band level, if you fulfill the following qualification requirement: You must have at least one year (52 weeks) of specialized experience at the next lower band level, equivalent to the PE-II, PT-II, or GS-13 level in the federal service, which has equipped the applicant with the skills and knowledge to successfully perform the duties of the position. Specialized experience is defined as experience 1) applying management techniques, methods, theories, or principles concepts for the accomplishment of program objectives with combined technical and administrative oversight. This experience may have been gained through work experience as a project/program manager, team lead or project/program lead, technical advisor, or senior specialist/analyst that included managing resources, providing support to managers, mentoring team members, providing day to day guidance training and/or oversight of peers or others, 2) experience incorporating qualitative and quantitative methods for the assessment and improvement of program effectiveness or the improvement of management processes, and 3) experience applying communicative techniques to effectively communicate with stakeholders.
