Summary • The position is telework eligible consistent with the Agency’s telework and remote work program policy. This position is located in US Department of Education, Office of Elementary and Secondary Education, Innovation and Early Learning Programs Division in Washington DC. This position serves as a Group Leader overseeing the administration of the Education Innovation and Research (EIR) grant program. As a Supervisory Management and Program Analyst, GS-0343-14, you will be responsible for: Developing, analyzing, and evaluating new or modified program/management policies, regulations, goals, or objectives. Developing procedures and systems for assessing the effectiveness of programs/management processes. Providing authoritative advice to the Department of Education and the Office of Elementary and Secondary Education leadership on the full range of issues relating to current and future year initiatives for the Education Innovation and Research grant programs, the strategic planning process, the Government Performance Review Act, and other matters required by legislation, and Department policies. Planning, reviewing, and providing guidance and direction on issues related to evidence-based education initiatives and the intersection of innovation and evidence in education at the K-12 grade levels. Preparing a variety of statistical reports for the Office of Elementary and Secondary Education and Department management and for submission to other offices in Department of Education or to Congress. Leading efforts to implement operational improvements to Education Innovation and Research, in areas such as: the grant competition, peer review processes, education innovation outreach strategies; the focus on specific policy areas of importance with respect to evidenced-based grants; and the identification, and mitigation of risks and internal control weaknesses in the Education Innovation and Research portfolio. Exercising supervisory responsibilities in planning, organizing, and reviewing work, administering, and participating in personnel matters; and dealing with employees and union representatives about employee management concerns. Conditions of Employment TELEWORK ELIGIBILITY: You may be eligible for occasional telework in which you are required to report to the office on a regular basis. Participation must be requested and approved by the supervisor and there must be a signed telework agreement. The number of telework days approved is determined by the agency policy, emergency situations, the approval of your immediate supervisor. You must have access to high speed internet and cell phone service meeting current Agency policy from the approved work location. Qualifications Minimum Qualification Requirements You may meet the minimum qualifications for the GS-14, if you possess the specialized experience Specialized Experience for the GS-14 One year of experience in either federal or non-federal service that is equivalent to at least a GS-13 performing two (2) out of three (3) of the following duties or work assignments: 1. Experience working on issues pertaining to Science, Technology, Engineering, Math (STEM), and Social-Emotional Learning in one of the following institutions: Local Education Agencies, State Education Agencies, Institutes of Higher Education, or Non-Profit Organizations. 2. Experience creating and analyzing program evaluation metrics and logic models. 3. Experience supporting team members on the evaluation of grant projects or in managing the discretionary grant process. Knowledge, Skills, and Abilities (KSAs) The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). Knowledge of evaluation design. 2. Knowledge of education theories, principles and practices and the roles of the state and local governments sufficient to plan, evaluate and advise on funded educational programs, their requirements and problems. 3. Ability to prepare written communications and reports for a variety of audiences that communicates sound technical advice to others, both within and external to the organization. 4. Skill in applying analytical and evaluative methods and techniques in developing of new procedures and approaches to identify and resolve significant issues and problems. 5. Skill in building strong team relationships, cohesion, and performance that addresses team member needs, and fosters a culture of trust and support. Education Education cannot be substituted for experience for this position and grade level.
