Office of Inspector General Supervisory IT Specialist (INFOSEC) in Washington, District Of Columbia

Summary This position is located in the Department of Health and Human Services, Office of Inspector General, Office of Management and Policy. Responsibilities This position serves as Director, Operations Management Division (OMD), leading a team of technical engineers and IT support staff through subordinate supervisors in three primary branches. The position reports directly to the Chief Information Officer (CIO). The branches within the OMD of the Health and Human Services (HHS) Office of Inspector General (OIG), comprise the Network Engineering Branch, Infrastructure Services Branch, including Cloud Operations, End User Services, Identity Access Management, Operations Support Branch, and senior advisors to the director. These branches cover customer support (Tier 1), Operations (Tier 2) and Engineering (Tier 3). Collectively, these teams develop and maintain the critical IT infrastructure and operations that enable the OIG mission. The incumbent also works closely with their fellow Director counterparts within the Office of the Chief Information Officer (OCIO), the Chief Technology Officer (CTO) and the CIO. Also, must work with any and all stakeholders to enhance, enrich and provide solutions to the HHS OIG user community that supports the strategic plan, business and mission drivers of the organization. The OMD Director provides oversight, management, and guidance for fully integrating and maintaining IT operational systems to provide a seamless IT experience to OIG employees. Incumbent leads projects to support infrastructure changes, build new capabilities and products for customers, and execute program management functions (including strategic planning, budgeting, project execution, etc.). Application of expertise and technical knowledge on IT infrastructure and cybersecurity is required. The incumbent participates with senior executives in developing and implementing major IT policies and services. Operational areas affected by OMD include, but are not limited to monitoring and applying advanced troubleshooting techniques to identify and resolve IT infrastructure and employee IT issues, using data and lean management techniques to improve the performance and quality of IT services provided to OIG employees and customers and developing innovative IT solutions in support of the OIG mission. The incumbent is also responsible for customer services and help desk operations for all IT mission and business systems supporting the OIG. Incumbent may be called upon to represent the agency and top agency officials in communications and meetings that may require the incumbent to have access to sensitive materials. Develops and implements strategic roadmap for providing innovative information technology products and services to support the OIG mission. Develops, implements, and matures OIG IT services using standard practices and approaches aligned to best practices such as the Information Technology Infrastructure Library (ITIL). Coordinates with OIG Chief Data Officer and OIG Components to provide computing environments to support Big Data and analytics initiatives. Performs other related duties. Qualifying specialized experience must demonstrate the following: Experience Applying conventional and advanced IT principles, concepts, methods, standards, and practices sufficient to accomplish assignments such as developing and interpreting policies, procedures, and strategies for planning and delivery of enterprise IT infrastructure services; Experience providing technical advice on IT issues, ensuring the rigorous application of information security/information assurance policies and making decisions or recommendations; and Experience conducting risk and vulnerability assessments of planned infrastructure and installed information systems to identify vulnerabilities, risks, and protection needs. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
