Summary The position is telework eligible consistent with the Agency’s telework and remote work program policy. This position is located in the Department of Education, Office of Finance and Operations, Office of Security, Facilities and Logistics Services, Facilities Services Division. The incumbent reports directly to the Director of the Facilities Services Division and provides overall direction, coordination, and leadership for the Facilities Services Division. As a Supervisory Facilities Program Specialist GS-0301-14, you will be responsible for: • Supervising facilities staff and providing a single point of contact per facility/building for requesting workplace services including locks/keys, room set-ups, plumbing, custodial services, lighting, hot/cold calls, and facility repair and maintenance issues. • Serving as a project manager and performing Contracting Officer Representative (COR) duties for facility-related activities including acquisition, planning, designing, reviewing and approving plans, construction, final acceptance of projects and tracking and reporting key performance metrics. • Managing construction projects, repairs and alterations for all Department locations nationwide and ensures compliance with applicable codes, standards and recognized safety and fire protection practices. • Advising the Director of Facilities and Logistics Services, Director of the Office of Security, Facilities and Logistics Services, senior Department officials, and their organizations, on initiatives and priority ensuring consistency with Departmental policies and Administration objectives. Requirements Conditions of Employment Relocation will not be paid. Males 18 and over must be registered with the Selective Service. You may be subject to serve a one-year supervisory probationary period. Must be a US Citizen Must complete a Background Investigation and Fingerprint check. You must meet all qualification requirements within 30 days of the closing date of this vacancy announcement. Conditions of Employment You may be eligible for occasional telework in which you are required to report to the office on a regular basis. Participation must be requested and approved by the supervisor and there must be a signed telework agreement. The number of telework days approved is determined by the agency policy, emergency situations, the approval of your immediate supervisor. You must have access to high speed internet and cell phone service meeting current Agency policy from the approved work location. Qualifications Minimum Qualification Requirements You may meet the minimum qualifications for the GS-14, if you possess the specialize experience. Specialized Experience for the GS-14 One year of experience in either federal or non-federal service that is equivalent to at least a GS-13 performing two (2) out of three (3) of the following duties or work assignments: 1. Experience applying project management principles and practices such as developing short- and long-range plans and budgets in order to support recurring and non-recurring maintenance and improvements. 2. Experience using facility maintenance practices and procedures including maintenance of facility equipment and facility services such as custodial services, elevator maintenance, office moves and/or various deliveries. 3. Experience tracking and/or reporting key performance metrics for facility maintenance and/or project management activities. Knowledge, Skills, and Abilities (KSAs) The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). Ability to supervise a diverse workforce and provide insight for daily facilities operations, including Heating, ventilation, and air conditioning (HVAC), custodial, personnel moves, and system furniture reconfigurations. 2. Ability to develop and implement a variety of facilities projects, including scheduling and budget controls, and working with Lessors and associated contractors. 3. Ability to manage renovation and reconfiguration projects, build-out and furnishing of new space, renovation, reconfiguration, and refresh of existing space, personnel moves, and disposition of old space and furnishings. 4. Ability to effectively communicate to a wide audience on controversial and sensitive subjects affecting the working environment of the Department and its employees. Education Education cannot be substituted for experience for this position and grade level.
