Summary This position is in the Office of Inspector General, Office of Audits (Pandemic Oversight) located in Washington, DC. Responsibilities As a Supervisor Auditor (Performance) NY-0511-4 you will be responsible for the following duties: Supervising OIG auditors and independent public accounting firms staff conducting audits, evaluations, and investigative support activities in furtherance of the OIG mission. Conducting financial related audits in accordance with generally accepted government auditing standards and generally accepted. Recommending changes in AmeriCorps regulations, policies, and procedures to prevent and detect fraud, waste and abuse and improve efficiency and effectiveness. Coordinating with the Assistant Inspector General for Audits (AIGA), Assistant Inspector General for Investigations (AIGI), the Counsel to the Inspector General, and the audit and investigative staff to ensure cross-disciplinary collaboration in accomplishing the goals and objectives of the OIG. Preparing reports to the agency and senior management on findings and recommendations disclosed through audit and review findings. Developing program guides that address the audit objectives and provide a clear path for developing convincing findings and actionable recommendations. Requirements Conditions of Employment Qualifications This position has an Individual Basic Requirement for the 0511: Degree: auditing; or a degree in a related field such as business administration, finance, public administration or accounting. OR Combination of education and experience: at least 4 years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge. The applicant's background must also include one of the following: A certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in auditing or accounting, e.g., 15 semester hours. *NOTE: Failure to provide transcripts will result in you being rated ineligible for this position. To qualify at the NY-4 /GS-14 level or equivalent, applicants must possess one year of specialized experience at the next to lower pay band/ grade level GS-13 or equivalent under other pay systems. Applicants must meet eligibility requirements and minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Applicants must have one year of specialized experience comparable in scope and responsibility to successfully perform the duties of the position, in either federal or non-federal service performing two (2) out of three (3) of the following duties or work assignments: Managing and performing audits that conform with professional, regulatory, or quality standards/requirements; or Applying directives, laws, regulations and operating instructions of an organizational functions or systems, verifying appropriateness of charges, performing analysis of information and preparing audit working papers. Leading and managing audits to ensure compliance with GAGAS (Generally Accepted Government Auditing Standards) or similar standards which includes creating a project plan, conducting interviews or analyses, documenting the results in working papers, and then summarizing the results into a conclusion. Substitution of Education for Specialized Experience: There is no substitution of education for experience at this grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps VISTA) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills can provide valuable training and experience that translates directly to paid employment. You will receive credit for qualifying experience, including volunteer experience. Education This position does have a positive education requirement.
