ACDI/VOCA Senior Proposal Coordinator in Washington, District Of Columbia

Senior Proposal Coordinator of Business Development Group supports new business systems and overall process on strategic bids. Bids include those of the utmost importance to the organization either due to dollar value ($5M+), to protect ACDI/VOCA incumbencies, or to penetrate new revenue sources. Bids may also include less strategic pursuits and/or bids when ACDI/VOCA is a major subcontractor. This position has three areas of responsibility and support within BDG: 1) Proposal Coordination, 2) Proposal Management, and 3) General Administrative Support. This position reports to the Senior Director for Capture and Proposal Development.

  • Master’s degree required in international development, agriculture, finance, economics or a related field required. Additional years of experience will be considered in lieu of an advanced degree.

  • Minimum of four (04) years of relevant work experience , USAID/USDA experience strongly preferred.

  • Ability and willingness to travel internationally required ; may be required to be fully vaccinated against COVID-19 based on country requirements.

  • Must be authorized to work in the US without requiring company sponsorship.

The salary range for this position is $61,174 to $79,446 ; candidate's relevant experience and skills, as well as our internal equity, will be considered before an offer is extended. This role is a hybrid position based in Washington, D.C.

Responsibilities

Business Development – Proposal Coordination (approximately 40%)

  • Act as proposal coordinator on strategic bids, as assigned.

  • Assist capture and proposal teams in maintaining a coordination calendar to ensure timely completion of business development activities.

  • Conduct desk research on Capture and Proposal opportunities that will inform proposal activities, including technical and financial information.

  • Draft and coordinate for review and approval teaming documentation such as Pre-teaming agreements, Teaming agreements, Non-Disclosure Agreements, as required.

  • Draft proposal sections such as corporate capabilities, past performance, and resume development.

  • Participate in proposal team meetings, brainstorming sessions, and provide meeting notes.

  • Provide proposal team administrative support such as maintaining proposal SharePoint site information.

  • Serve as liaison and provide proposal coordination support to department-led proposals, coordinate other proposals as assigned, ensuring bids follow established BD processes and best practices.

  • Contribute to proposal section content, as appropriate.

  • Draft and coordinate posting of regular email updates on bid development.

  • Update ACDI/VOCA corporate capability documents, as needed.

Business Development – Proposal Management Support (approximately 40%)

  • Support business development and proposal processes, under the direction of the Senior Director, Proposal Capture & Management, by working with staff in BDG and other departments to ensure appropriate business development activities are completed.

  • Participate in Scoping and Capture Trips, as appropriate.

  • Draft and manage Compliance Handover Matrix to ensure complete and compliant proposal submission.

  • Support proposal teams to use proper proposal templates, job aids, and other BD resources.

  • Prepare initial draft calendars for live proposals in alignment with ACDI/VOCA best practices and in collaboration with proposal managers.

  • Contribute to win strategy development drawing from experience with the relevant client, industry, country/region, language, and/or technical work area.

  • Contribute to proposal section content, as appropriate.

  • Assist proposal teams with uploading and updating capture and preparation budgets into Business World.

  • Proactively identify bottlenecks and inefficiencies in the proposal preparation process and propose solutions to BDG senior management.

  • Draft and maintain job aids, as needed, related to BDG processes.

  • Support positioning efforts, as requested.

  • Crosstrain in other BD-related roles and activities and provide backstopping and surge support as needed, including, but not limited to:

Business Development – General Administrative Support (approximately 20%)

  • Process departmental procurements, invoices, and payments.

  • Provide remote meeting technology support, helping meeting facilitator use features such as breakout rooms, polls, etc. to enhance effectiveness of remote meetings.

  • Provide logistics and other support for external meetings, events, speaking engagements, etc.

Other duties

  • Other duties as assigned.

Qualifications

  • Minimum of four (04) years of relevant work experience, USAID/USDA experience strongly preferred.

  • Proven organizational skills, with the ability to undertake multiple tasks under tight deadlines.

  • Demonstrated ability to work in a self-directed, results-oriented environment at a fast pace.

  • Able to work effectively in a team and across departments.

  • Skills in CRM, SharePoint, Adobe Professional and associated products strongly preferred.

  • Demonstrated adaptability, versatility and integrity.

  • Fluency in English required. Professional proficiency in French or Spanish highly desired.

  • Excellent verbal and written communication skills required.

  • Strong writing skills, including knowledge of grammar rules and Chicago Manual of Style.

  • Ability and willingness to travel internationally required; may be required to be fully vaccinated against COVID-19 based on country requirements.

  • Must be available during core business hours and/or operating hours for international time differences; flexibility to work more hours when needed.

  • Flexibility to work in-office based on work demands.
