Treasury, Departmental Offices Senior Operations Analyst in Washington, District Of Columbia
Summary This position is located at Departmental Offices- Under Secretary Domestic Finance-Office of Federal Lending. As a Senior Operations Analyst, you will serve in the Federal Financing Bank (FFB) under the general supervision of the Director of Operations of the FFB. The incumbent serves as a subject matter expert with responsibility for advising management regarding technical matters in budget, administration, human resources, and procurement. As a Senior Operations Analyst, you will: Provide oversight and daily operational management of the FFB's administrative expenditures, provide technical assistance to resolve administrative budget needs, including new spending and procurements, and advise on strategy for contracting and budgetary plans. Lead internal procurement initiatives, working with government contracting authorities to plan, execute, and oversee procurement contracts for critical goods and services. Provide operational support and analysis regarding human capital management initiatives, including workforce planning, recruitment, and training initiatives. Provide technical leadership for the drafting and publishing of the FFB's Annual Reports, Strategic Plan, and related documents. Produce high-quality written work product for senior policymakers and officials in the Treasury and the broader Administration, including action memoranda, policy proposals, project and operating plans, briefing memoranda, status reports, meeting presentations, and public releases. Qualifications You must meet the following requirements by the closing date of this announcement. SPECIALIZED EXPERIENCE: For the GS-14, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized Experience for this position includes: Experience leading the drafting and executing of reimbursable and payable agreements by calculating costs, reviewing financial and program data, and routing for senior management approval; AND Experience creating original financial data reports from scratch, including monthly and quarterly financial reports conveying financial data or budget analysis to inform resource management decisions; AND Experience leading procurement initiatives such as submitting procurements, entering requisitions, and reviewing requisitions for accounting accuracy requisitions while working with contracting authorities to plan, execute, and oversee procurement contracts for critical goods and services. The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
