Partnership for Public Service Senior Manager, Federal Executive Networks in Washington, District Of Columbia

This position is subject to a one-year employment agreement with the option to extend pending funding availability.

    POSITION OVERVIEW 

    The Federal Executive Networks team strengthens connections among federal government leaders and supports them in shar ing information across agencies, address ing common management challenges and develop ing their capacity to lead effectively . Our networks create better leaders and help them solve pro blems to improve government’s overall effectiveness .

    The Partnership for Public Service seeks an experienced professional to develop and le ad communities of practice for federal leaders who are responsible for implementing large-scale, complex federal investmen t and recovery programs . The se communities address the management and operational challenges of implementing large programs and capture lessons learned for future leaders. The senior manager will have a range of responsibilities , including people and program management, meeting and workshop design and facilitation, relationship building and management, content development and scope and budget management activities.

    This position is ideal for someone with experience working in or with government, government consulting or public policy organizations and who is familiar with government management and operations (e.g., budget and financial management , stakeholder engagement, customer experience, intergovernmental relations , data and evidence, etc.).

    We seek a curious, reflective candidate who can serve as a thought partner with Partnership leadership on building learning communities. The candidate will have extensive experience managing complex projects and delivering mission-driven results. 

    ESSENTIAL FUNCTIONS/PRIMARY RESPONSIBILITIES  

  • Manage complex executive development programming, including managing staff to ensure effective implementation of program components, shaping project concepts and scope, developing and executing budgets, managing program creation and review and tracking and measuring progress toward stated goals.   

  • Design and facilitate meetings and workshops for senior government officials.

  • Conceive, design and implement plans for the long-term sustainability and expansion of the community of practice and its working groups.  

  • Advance the Partnership’s mission, profile and brand by building and managing strong relationships with senior federal agency stakeholders, identifying potential areas of organizational growth and developing prospective initiatives.  

  • Work across the Partnership to coordinate key program deliverables including communications, evaluation metrics, operations, financial management and business development efforts.  

  • Secure funding for programming by partnering with development teams to scope and craft proposals and to ensure alignment of development activities and federal executive networks strategy.

  • Identify and act upon lessons learned to continuously improve programming.  

  • Represent the Partnership at external meetings and events, as needed.

    REQUIRED EDUCATION AND EXPERIENCE 

  • Minimum of eight years of relevant work experience, substantial project management and supervisory experience required.  

  • Bachelor’s degree required, master’s degree in public administration, public policy, public affairs preferred or equivalent professional work or military experience, preferred.

  • Experience managing complex projects with multiple stakeholders required.  

  • Government, government consulting or nonprofit program management experience preferred.    

  • Familiarity with government operations preferred.

    SUPERVISORY RESPONSIBILITY/REPORTING STRUCTURE

    This position will report to a director. The senior manager may directly or indirectly supervise interns, associates, associate managers and/or managers.

    WORK ENVIRONMENT

    This job operates in a hybrid (remote + office) environment in Washington, DC, and requires the candidate to be a permanent resident in the Washington, DC, Maryland or Virginia area. This role is expected to work in the office, on average, two days per week. This position requires consistent use of office equipment such as computer, telephone, printer/ scanner and MS Office .

    POSITION TYPE/EXPECTED HOURS OF WORK

    This is a n at-will, one-year term position . This position is full-time and classified as exempt from overtime pay. Officia l business hours are Monday through Friday, 9 a. m. to 6 p.m. Eastern, though the Partnership allows flexibility in work schedules. Occasional evening or weekend activities may be required .

    TRAVEL

    If travel occurs, it is usually during the business day. Very little out of the area and/or overnight travel may occasionally be required .

    SALARY AND BENEFITS

    The starting annual salary for this role is between $90,000 and $125,000. The Partnership offers a compensation package that includes a competitive salary; medical, dental and vision coverage; life insurance; long- and short-term disability insurance; a 401(k) program with a 4 percent employer match; opportunities for training and development ; commuter benefits ; 15 days of vacation leave per year, 10 days of sick leave per year, plus all federal holidays and the day after Thanksgiving off; and use of an on-site exercise facility.
