Summary This position is located in Chief Operating Officer Organization and is responsible for providing program management and evaluation, human resources training, consultative operational services and quality review in the compensation, pay setting and associated personnel actions. Responsibilities Provides technical advice, guidance, consultation and assistance to employees, supervisors, managers, and executives involving compensation, pay setting and associated personnel actions. Monitors, reviews and reports on the compensation work of others for quality, efficiency, and compliance; as well as identifies trends and makes recommendations to improve quality, efficiency, and accuracy of work products. Facilitates meetings with Client Divisions/Offices to discuss issues related to the compensation program, pay-setting process, provide updates, and plan recruitment and retention strategies. Leads or participates in working groups, special projects, technical teams, or other similar team usually to establish standardized practices or processes, develop process improvements or discuss technical human resources information as a subject matter expert. Prepares, analyzes, and submits human resources data and metrics for the compensation program and assigned functional areas using a variety of automated human resources systems. Qualifications Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious/spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. To qualify, applicants must have completed at least one year of specialized experience equivalent to at least the 13-grade level or above in the Federal service. Specialized experience is defined as (1) serving as a subject matter expert providing advice and guidance on compensation and pay setting issues; (2) developing and implementing operational and administrative programs, policies, procedures, and initiatives; and (3) preparing and analyzing human resources data and metrics. Applicants must have met the qualification requirements (including selective placement factors – if any) for this position within 30 calendar days of the closing date of this announcement. Education There is no substitution of education for the experience for this position. Additional Information If selected, you may be required to serve a probationary period. Selectee(s) for this position will be required to report to their duty station office two days per week. Salary reflects a pay cap for this position of $255,000.
