Summary The Department of Justice (DOJ) Office of the Inspector General (OIG) is seeking an experienced, highly motivated individual to serve as a member of the management team in the Oversight & Review Division (O&R) as a Senior Counsel. O&R, staffed primarily with attorneys, conducts high-profile reviews of DOJ operations and misconduct investigations of senior Department employees. Responsibilities O&R conducts a broad range of investigations and reviews, including misconduct investigations of senior-level Department employees, examinations of high-profile DOJ law enforcement operations, investigations of whistleblower retaliation allegations involving FBI employees and the employees of DOJ contractors, and reviews of DOJ's use of national security authorities. The Senior Counsel to the AIG provides expert advice on a variety of issues relating to management and policy, guides investigations and reviews, edits O&R reports and other work product, and assists O&R teams in briefing the Inspector General and Deputy Inspector General on O&R matters. The ideal candidate for the Senior Counsel to the AIG has significant experience providing sensitive legal/policy recommendations to high level officials; conducting investigations or evaluating complex evidence; writing, reviewing, and editing a variety of written products; and excellent interpersonal skills. The Senior Counsel to the AIG's responsibilities will include, but will not be limited to: Advising the AIG and Deputy AIG on a recommended course of action in response to information or allegations concerning conduct of high-level Department employees that may be in violation of laws, Department policy, regulations, orders, and applicable standards of conduct. Providing direction to staff conducting investigations of allegations of misconduct or conducting reviews of DOJ operations. Advising the AIG on substantive legal, procedural, and factual matters encountered in investigations and reviews. Overseeing, reviewing, and editing O&R reports and other work product. Conducting special projects. Representing O&R in meetings with the OIG Front Office, other OIG divisions, Department leadership, Department components, subject matter experts, congressional staff, and the public. Requirements Conditions of Employment Qualifications This announcement is for a Senior Level (SL) position. Applicants must demonstrate that they meet the Basic Requirements AND Mandatory Technical Qualifications listed below. Basic Requirements To receive full consideration of your application package, applicants MUST meet the following qualification requirements: A J.D. from an accredited law school, be an active member of the bar (any jurisdiction), and have at least 5 years post-J.D. legal or other relevant experience. Mandatory Technical Qualifications Applicants must submit a written narrative for each Mandatory Technical Qualification (MTQ) limited to one page per MTQ. Failure to meet or fully address each MTQ will eliminate a candidate from further consideration. MTQ 1. Demonstrated experience conducting, leading, and advising leadership on complex investigations or reviews, preferably from an Office of the Inspector General, an Internal Affairs office, a Professional Responsibility office, or a comparable office. MTQ 2. Substantial experience performing complex analysis to draw well-supported conclusions regarding investigations or reviews. MTQ 3. Substantial experience drafting and editing complex investigative reports and advising or directing others in these tasks. MTQ 4. Ability to communicate effectively and collaboratively with co-workers and with internal and external senior government officials. Education This position has a basic education requirement listed under the Qualifications section of this announcement. All academic degrees and coursework must be completed at a college or university that has obtained accreditation or pre-accreditation status from an accrediting body recognized by the U.S. Department of Education.
