Summary This position is located in the Division of Finance, Headquarters of the Federal Deposit Insurance Corporation and provides support of the administration, operation, and maintenance of an effective accounting Corporate financial information system. Responsibilities Serves as the most senior accounting subject matter expert and provides technical accounting expertise by examining professional authoritative accounting and auditing literature and emerging trends and techniques in the accounting profession on issues confronting the Corporation and resolution entities. Develops and implements recommendations approved by the Supervisor for purposes of enhancing the formation and administration of policies, programs, and plans for purposes of improving the functions, systems, and other accounting and reporting operations pertinent to their Section's goals and objectives. Performs highly complex reconciliations by analyzing and reviewing subsidiary accounting systems, serviced assets, and subsidiary equity positions to ensure accuracy of financial statements. Researches and analyzes data for implementing accounting policies and procedures utilizing documented solutions to address specific accounting problems and reviews reconciliation and general ledger processes to ensure compliance with established branch policies, procedures, and guidelines. Represents the branch in conferences, panels, forums, and meetings with Corporation staff, professional groups, financial institutions related to highly complex financial issues and systems; interacts with failed bank management, employees and customers as needed. Manages special project requests by developing independent approaches, reaching tentative solutions and recommendations, structuring schedules, and providing supporting documentation when reporting results or analysis of financial operations. Provides technical advice and guidance on complex correspondence by responding to internal and external inquiries related to asset and liabilities, cash management and financial and accounting program areas. Qualifications Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious/spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. To qualify, applicants must have completed at least one year of specialized experience equivalent to at least the 13 grade level or above in the Federal service. Specialized experience is defined as (1)developing and analyzing generally accepted accounting principles based financial statements and reports; (2) applying policies and procedures related to internal controls to analyze and solve accounting/financial problems; (3) coordinating system design and modifications to accounting systems; and (4) leading special projects related to accounting transactions and studies. In addition to the specialized experience above this position requires: Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. OR Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
