Architect of the Capitol : Established as a permanent office in 1876, the Architect is provided permanent authority for the care and maintenance of the United States Capitol based on Section 1811 of Title 2 of the United States Code. The Architect is responsible for the maintenance, operation, development and preservation of 17.4 million square feet of buildings and more than 570 acres of land throughout Capitol Hill. This includes the U.S. Capitol, House and Senate office buildings, the U.S. Capitol Visitor Center, the Library of Congress, the Supreme Court of the United States, the U.S. Botanic Garden, the Capitol Power Plant, and other facilities. The Architect also provides professional expertise with regard to the preservation of architectural and artistic elements entrusted to his care and provides recommendations concerning design, construction and maintenance of the facilities and grounds.

Office of the Chief Security Officer : The Office of the Chief Security Officer (OCSO) is responsible for the maintenance, care and operation of the buildings, grounds, and physical security enhancements of the U.S. Capitol Police, campuswide physical security infrastructure and an off-site campus supporting all legislative branch agencies. OCSO also manages the agency’s internal security programs and policies, including personnel suitability and badging and liaises with other partners regarding security matters.

Position Objective: The Architect of the Capitol (AOC) Office of the Chief Security Officer (OCSO) has a requirement for a security specialist to assist with the daily management of the AOC Security Program. The security specialist will apply knowledge and experience from multiple security disciplines to include but not limited to, general security, personnel security, industrial security, information security, operations security, and physical security.

Duties and Responsibilities: The security specialist will serve as a member of the security team and assist with providing daily management of the AOC Security Program. Tasks include the following:

  • Act as a liaison and coordinate with various Legislative Branch Organizations on security matters.

  • Assist program officials with developing written procedures compliant to established policies.

  • Develop, review, and revise general security policies and procedures.

  • Assist in developing, implementing, and enforcing SCIF security policies and procedures.

  • Provide routine management for a SCIF and classified information security program.

  • Conduct security briefings and training sessions for personnel accessing classified information, OPSEC and general security awareness training.

  • Participate in security audits and inspections, identifying vulnerabilities and recommending corrective actions.

  • Assist in incident response and reporting, including investigating security breaches.

  • Provide support and guidance to security staff and other personnel on security-related matters.

  • Stay updated on changes in security regulations and best practices, advising the organization accordingly.

  • Assist with other security duties as assigned.

    Basic Qualifications:

  • Active, fully-adjudicated TOP SECRET security clearance with SCI eligibility.

  • Bachelor's Degree and twelve (12) years of relevant multi-disciplined security experience to include but not limited to personnel security, physical security, SCIF, secure room management, information security and policy development.

  • Relevant experience may be substituted for education:

  • 8+ years’ experience with a PhD;

  • 10+ years’ experience with an MA/MS degree;

  • 14+ years’ experience with related Associate’s Degree; or

  • 16+ years’ related experience with no degree.

  • Demonstrated ability developing and conducting security training.

  • Demonstrated ability to write and edit clear, concise, and grammatically correct documents (e.g., reports, special studies, policy, and procedures).

  • Ability to discuss technical issues with non-technical, executive-level government officials.

    Minimum Qualifications:

  • Demonstrated ability working in a high-paced environment with rapidly changing priorities and the ability to adapt and manage the new priorities.

  • Demonstrated ability to manage multiple tasks with frequent interruptions and multiple priorities.

  • Strong oral and written communications skills that demonstrate a professional demeanor and the ability to interact with others with discretion and tact; able to adapt style and tone to effectively engage the audience.

  • Excellent active listening and verbal communication skills.

  • Flexible and adaptable attitude.

  • Ability to elicit cooperation from a wide variety of stakeholders.
