Eagle Harbor, LLC , a subsidiary of Three Saints Bay, LLC a Federal Contracting leader is seeking a Program Director to support our government client in Washington, DC.

Responsibilities:

  • Is responsible for managing and implementing the overall program requirements for OFLC Mission Support contract to provide case and administrative services to facilitate the timely processing of employer applications for permanent and temporary labor certification and requests for prevailing wage determinations authorized under the Immigration and Nationality Act (INA) and Federal regulations, and meet data collection requirements approved by the U.S. Office of Management and Budget (OMB).

  • Is the primary point of contact (POC) to the Government. Responds to questions, concerns, and comments, and proactively updates OFLC of potential contractual, program, technical, resource, production, or management issues.

  • Implements and ensures compliance with the contract’s Quality Assurance and Surveillance Plan (QASP) performance goals and objectives.

  • Leads and directs the work of others. Provides leadership to all elements of the contract and coordinates the activities and schedules of project managers at remote sites.

  • Oversees the day-to-day case and administrative support services of all contractor staff at locations designated by the OFLC. Case and administrative support services include: mailroom, data entry, application review and processing, case archiving, records management, helpdesk, and other case or administrative support services.

  • Performs a variety of tasks. Provides support to OFLC personnel for any administrative/contract management or technical aspects of the contract.

  • Sets deadlines, assigns responsibilities, and monitors and summarizes the progress of the project; builds and maintains working relationships with team members, vendors, and other departments involved in the projects; prepares reports for upper management regarding status of project.

  • Relies on extensive experience and judgment to plan and accomplish goals.

Requirements:

  • US Citizen

  • Ability to pass a pre-employment background check

  • Ten plus years of program management experience leading, managing, and implementing contract requirements for large/complex federal government programs at multiple locations.

  • Bachelor's Degree

  • Project Management Professional (PMP) certification and/or Six Sigma certification are highly desirable.

  • Excellent communication (verbal and written), as well as customer service skills.

  • Experience developing and implementing Corrective Action Plans to address budget variances, below standard performance levels, or low customer satisfaction ratings.

  • Familiarity with OFLC case management and tracking systems, such as iCERT Portal and PERM.

  • Familiarity with processing of employer applications for permanent/temporary labor certification and prevailing wage determinations.

  • Proficiency in project management software.

  • Proficiency in Microsoft Office.

  • A wide degree of creativity and latitude is required.

  • HSPD-12 background/PIV check is required.
