Environmental Protection Agency Program Analyst in Washington, District Of Columbia

Summary This position is in the Office of Chemical Safety and Pollution Prevention, Office of Pesticide Programs/Immediate Office. About the Office of Chemical Safety and Pollution Prevention: OCSPP This is an office-centered position--you must physically report to the duty station stated in this announcement on a regular basis. *EPA offers work-from-home and work schedule flexibilities as described in the Benefits section. Responsibilities You will: Use program evaluation techniques to analyze and develop information for decision makers to increase the effectiveness and efficiency of program operations. Develop and apply analytical approaches, methodologies, concepts and techniques to plan and carry out studies/projects to assist the organization in program planning, measurement, or progress evaluation. Revise current or proposed policies, laws, regulations or administrative procedures with far-reaching scope and impact and make decisions and recommendations which significantly change, interpret or develop important Agency programs. Gather and evaluate programmatic data to develop recurring or special reports, prepare executive briefings and similar materials for use by management in carrying out and reporting on program accomplishments. You will spend less than 25% of your work time on contracts, grants/cooperative agreements, and/or interagency agreements. One or more positions may be filled (in the organization advertised and/or in other organizations), if appropriate to the position. Requirements Conditions of Employment You must be a U.S. citizen. Unless an appropriate background investigation is already on record with the Office of Personnel Management, you must undergo a background investigation. All conditions of the pre-employment security process must be met before an official letter of employment can be issued with a report for duty date. If you are selected, you may be required to complete a one-year probationary period. #LI-Onsite Qualifications NOTE: You must meet qualification requirements by the closing date of this announcement. To qualify for the GS-12 level, you must have 1 year of full-time specialized experience equivalent to at least the GS-11 level defined as conducting projects and/or studies to evaluate program performance and efficiency; and preparing and/or analyzing reports. Your answers to the online assessment will be used to evaluate your competencies in the following areas: Ability to evaluate program performance results. Ability to develop recommendations to increase program efficiency. Ability to analyze programmatic data. Skill in applying performance based management. Ability to utilize analysis to make recommendations to management. Skill in written communication. Skill in oral communication. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
