Office of the Secretary of the Interior Program Analyst in Washington, District Of Columbia

Summary The Department of the Interior is devoted to protecting and preserving the natural resources of this great nation, including National Parks, Landmarks, and the well-being of communities, including those of Native American, Alaska Natives and affiliated Islanders. Responsibilities This position is located within the Department of the Interior, Office of the Secretary, Assistant Secretary of Insular and International Affairs, International Relations Division (IRD), in Washington D.C.. At the full performance level (GS-15) the major duties of this position include, but are not limited to the following: Supervises the International Relations Division which includes: planning, assigning, coordinating, and monitoring Division's work assignments for accuracy and timeliness; evaluating subordinates' work performance; providing leadership, mentorship, and guidance; ensuring that staff are appropriately selected, utilized, and developed, and that they are treated in a fair and equitable manner; and promptly addressing any conduct or performance issues. Initiates, coordinates, and promotes international initiatives that contribute to DOI's mission, particularly those relating to more than one bureau or office. Identifies international issues related to the Interior mission, consults with DOI and interagency experts, and analyzes and facilitates development of options for advancing Interior's mission with respect to such issues. Provides substantive as well as diplomatic guidance for international meetings or activities, diplomatic interactions, or other engagements with foreign officials, particularly those that relate to the responsibilities of more than one DOI bureau or office. Supports senior leadership's international engagement, including preparing briefing materials; providing oral briefings for, and staffing meetings with foreign governmental officials (e.g. ministers, heads of state, ambassadors); as well as providing well-researched recommendations regarding potential international trips or high-level meetings (e.g. the UN Permanent Forum on Indigenous Issues, UN climate Conference of Parties, Pacific Islands Forum), often under very tight time frames. Represents Interior in interagency and international forums and meetings, based on consultation with relevant Interior international programs, and ensures that Interior equities and expertise are appropriately reflected on issues and topics important to Interior, including meetings convened by the Department of State and National Security Council.(e.g. cooperation in the Arctic region, relations with major partners such as Canada and Mexico, and environmental or natural resource provisions of U.S. trade agreements.) Drafts responses to correspondence to the Secretary or other senior officials, often under time constraints, related to the Department's equities, role, or position on international issues often on behalf of the Assistant Secretary or the Secretary. Reviews and clears all Interior international agreements with foreign countries and international organizations, whether binding or non-binding, including, but not limited to Memoranda of Understanding. Facilitates consultations with and reporting to the Department of State, and other agencies as needed, to ensure compliance with 1 U.S.C. ยง112b, the Case Act as amended. Reviews and adjudicates information from relevant Departmental bureau(s) and/ or office(s) that indicate a J-1 visa holder's return to their home country would be detrimental to the Interior mission and that the waiver is in the public interest of the United States. Serves as the delegated lead in making recommendations to the INT director related to requests that Interior act as an "interested government agency" for waivers of the J-1 visa home country presence requirement, consistent with relevant authorities and regulations of the Department of State. The Office of the Secretary has determined that the duties of this position may allow for telework a set number of day(s) per pay period, with supervisory approval. Salary Information (Per Annum): $163,964 - $191,900 First time hires to the Federal government normally start at the lower salary range of the grade level. See http://www.sss.gov/. Qualifications Minimum Qualification Requirements: To qualify for this position you must meet the Specialized Experience for the series to which you are applying. Specialized Experience To qualify for the GS-15, you must possess at least one full year of specialized experience equivalent to the GS-14 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience (Must meet all): 1. Supervising or leading a team, work group, advisory group, or community of practice to help implement the Department's or a bureau's international program; 2. Supporting international engagement of bureau or Departmental leaders to include preparing or overseeing briefing materials, providing oral briefings before meetings, and providing day-of staffing for Departmental leaders' meetings with foreign governmental officials (e.g. deputy ministers, ministers, heads of state, ambassadors), as well as providing recommendations regarding leaders' potential international trips or meetings with foreign officials; 3. Coordinating or leading international activities and issues for natural and/or cultural resources, science, conservation, energy, minerals, water and/or environmental programs including gathering and distilling information and recommendations, and consulting relevant programs or experts, and supporting initiatives to resolve problems and strengthen international program implementation; 4. Representing a natural or cultural resource, conservation, science, or environmental program, agency, or bureau in interagency and international forums, as well as experience in coordinating with and maintaining strong working relationships with the State Department and/or other foreign policy agencies or programs; AND, 5. Using subject matter expertise related to international affairs to analyze issues and topics, to make informed and politically savvy recommendations, and to lead a team or program in strengthening and supporting the mission of the Department or one or more of its bureaus as it relates to international issues.
