Summary The incumbent serves as a Procurement Analyst, located in the U.S. Department of Justice (DOJ), Office of Small and Disadvantaged Business Utilization (OSDBU). The primary purpose of this position is to support the OSDBU on matters related to the Small Business program including the feasibility and impact of Small Business policies and decisions at the agency contracting level. Additionally, perform a variety of programmatic and administrative duties in support of the OSDBU mission. The duties and responsibilities for a Procurement Analyst generally include, but are not limited to, the following: Plan, direct, and promote small business and industry participation in the Federal Government's procurement. Provide counseling, training, and assistance to industry and business concerns on a variety of matters which enhance the interest and participation in Government procurement. Assist the Acquisition workforce to source socio-economic small businesses and small businesses that are responsible and capable to meet the government's requirement. Serve as advisor to DOJ's contracting officers, program officials, prime contractors, and subcontractors to ensure compliance with the Government procurement programs including subcontracting. Fosters and possesses strong communication skills with all areas of Office of Small and Disadvantaged Business Utilization (OSDBU). Requirements Conditions of Employment Qualifications To qualify for the position of Procurement Analyst at (GS-1102-12), you must meet the basic qualification requirements listed below AND possess the required specialized experience specific to this series and grade you're applying to. If you are a current or former government employee on a permanent appointment in the competitive service, you will need to demonstrate 1-year (52-weeks) at the next lower grade level, to meet the time-in-grade requirements for this occupational series and grade. Additionally, please ensure to submit an applicable SF50 (please refer to the "required documents" section for additional information). BASIC QUALIFICATIONS: A. A 4-year course of study leading to a bachelor's degree with a major in any field. OR B. At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. C. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. Employees who occupy GS-1102 positions at grades 5 through 12 will be considered to meet the basic requirements for other GS-1102 positions up to and including those classified at GS-12. This includes positions at other agencies and promotions up through grade 12. However, employees must meet specialized experience requirements when seeking another position. AND Specialized Experience: One year of specialized experience equivalent to the GS-11 grade level or equivalent band in the Federal service, which includes: Reviewing planned procurements to identify opportunities for small business in one or more of the following programs (small disadvantaged businesses, women-owned small businesses, HUBZone small businesses, or service-disabled veteran-own small businesses); Analyzing procurements to ensure compliance with laws, regulations, and policies regarding small businesses; and Determining approaches for meeting small business procurement goals or monitoring contractor plans for small business procurements. Mandatory Training defined as: The training curriculum required for this position is completion of FAC-C (Professional) mandatory courses. Applicants must be able to obtain a FAC-C (Professional) certification within 12 months of onboarding.
