    Brief Description

    The Policy Analyst, Healthcare Quality and Diagnostic Excellence is responsible for analyzing and communicating regulatory and legislative policy for quality and value-based payment programs and related health information technology. The Policy Analyst assesses the impact of regulatory and legislative policy on pathologists and laboratories and recommends to the Assistant Director advocacy positions on key issues. In addition, the Senior Policy Analyst manages an evolving portfolio of diagnostic excellence projects that engage internal and external stakeholders.

    Specific Duties

    Primary duties and responsibilities:

  • Identify, review, and draft responses to relevant regulations and/or legislation associated with value-based payment programs and MACRA reform in conjunction with other staff and members, focusing on the impact on pathologists and laboratories.

  • Proactively analyze changes to mechanisms or models by which pathologists participate in value-based payment programs and draft advocacy positions

  • Develop communications and resources to convey CAP’s policy positions and strategies with key federal government agencies (CMS, ONC and others); liaise with the American Medical Association, the PCRC and other external stakeholder organizations.

  • Identify regulatory and programmatic developments in health information technology that impact pathology participation in value-based payment programs and work with other CAP staff to ensure the interests of pathology are represented to government and other stakeholders

  • Work with the Quality and Clinical Data Registry Affairs Committee, the Council on Government and Professional Affairs, and other CAP Governance entities to brief pathologists and develop advocacy positions and comments related to value-based payment programs

  • Collaboratively manage a portfolio of diagnostic excellence projects by convening technical expert panels, drafting recommendations, conducting literature reviews, and other activities as needed

  • Strong analytical, and oral and written communication skills including the ability to communicate to a variety of audiences: technical, clinical, and lay audiences

  • Work to deadlines with minimal supervision

  • Ability with a variety of computer applications and Microsoft Office programs

    Technical:

  • Excellent understanding of federal legislative underpinnings of quality payment programs, federal agencies involved in rulemaking for quality payment programs, the rulemaking processes, and key points of advocacy influence for all aspects of federal quality payment programs.

  • Understanding of pathology practice and laboratory medicine in order to assess implications of changing federal payment programs.

    Education/Experience

    Education

  • Bachelor’s Degree in public policy, health policy, or a relevant discipline; Master’s Degree preferred.

    Experience

  • A minimum of 3-5 years of experience within health care policy or advocacy is required, with prior experience such as working in a policy/advocacy organization, a provider association/society, or healthcare policy consulting firm.

  • Experience with quality or value-based payment, and/or pay for performance and impact on physician practice.

  • Exemplary problem solving and analytic skills with the ability to apply knowledge outside of one’s immediate functional area and to rapidly assimilate and articulate new subject matter

  • Ability to be flexible to changing business needs and the evolution of the regulatory environment

  • Solid communication skills, including the ability to concisely explain complicated concepts and quantitative results using models and frameworks.

  • Advanced Microsoft Office skills such as PowerPoint, Excel, and Word.
