Job Description

MARKETING STATEMENT

The Police Training Control Tactics Manager will work in The Metro Transit Police Department (MTPD), which is responsible for the enforcement of laws, regulations, and ordinances for crimes committed on, to, or against facilities owned, controlled, or operated by the Washington Metropolitan Area Transit Authority.

The Incumbent plans, prepares, and conducts defensive tactics training courses, demonstrates and teaches various defensive tactics skills, evaluates the performance and progress of trainees, maintains accurate records of training activities and outcomes. The incumbent ensures the proper use and maintenance of training equipment and facilities. The manager collaborates with other instructors and supervisors to develop and ensure consistency and quality of training. The work includes considerable public contact, routine research tasks and continual compliance with training requirements of Federal, State, and local agencies. Additionally, this employee works with training officers and administrators of law enforcement agencies to identify and coordinate their training needs beyond the scope of basic law enforcement and mandated in-service training

The minimum annual starting salary for this role is $79,800. Those who are exceptionally qualified may receive a higher starting salary up to $135K.

MINIMUM QUALIFICATIONS

Education

  • A Bachelor’s degree in Social Science, Public Administration, Criminal Justice, Human Resources, or related field.

  • Experience in lieu of degree an additional four (4) years of progressively responsible experience in police personnel and firearms training with the responsibility for research and preparation of reports, maintenance of complex manual and automated record keeping systems, participating in the coordination and scheduling of firearms training programs may be considered.

Experience

  • Three (3) years of progressively responsible experience in police weapon systems training with responsibility for research, preparation of reports, maintenance of complex manual and automated record keeping systems, coordinating and scheduling of training programs.

Certification/Licensure

  • Must obtain a valid driver’s license within twelve (12) months of hire and must maintain it while in this job.

  • Must obtain the Maryland Police and Correction Training Commission and the Virginia Department of Criminal Justice Services certification as a Control Tactics Instructor, within twelve (12) months of hire date and maintain it while in this job.

  • Must obtain of or the certification as an ASP Instructor from the Metropolitan Police Department, and the District of Columbia Security Officers Management Branch, within twelve (12) months of hire date and maintain it while in this job.

  • Must obtain a certification as an OC Spray Instructor from the Metropolitan Police Department, and the District of Columbia Security Officers Management Branch within twelve (12) months of hire date and maintain it while in this job.

Preferred

  • Prior experience in police department operations is highly desired.

  • Prior experience in classroom presentation and with adult education techniques.

  • Prior experience with the law enforcement certification processes in Maryland and Virginia is highly desired

SUMMARY

The Police Training Control Tactics Manager performs a variety of specialized non-sworn technical, manual and other duties in support of the Metro Transit Police Department (MTPD) Police Training Facility. The manager plan, prepares, and conducts defensive tactics training courses, demonstrates and teaches various defensive tactics skills, evaluates the performance and progress of trainees, maintains accurate records of training activities and outcomes. The incumbent ensures the proper use and maintenance of training equipment and facilities. The manager collaborates with other instructors and supervisors to develop and ensure consistency and quality of training. The work includes considerable public contact, routine research tasks and continual compliance with training requirements of Federal, State, and local agencies. Additionally, this employee works with training officers and administrators of law enforcement agencies to identify and coordinate their training needs beyond the scope of basic law enforcement and mandated in-service training

ESSENTIAL FUNCTIONS

  • Manages the daily assignments of Safety Officers and Control Tactics Instructors to students, ensuring that the MTPD Training Division is delivering safe, professional, quality training.

  • Coordinates and schedules all internal and external control tactics training for sworn and non-sworn MTPD personnel.

  • Plans, prepares, and conducts control tactics training courses in accordance with the department’s standards and objectives that are realistic and have measurable objectives in an efficient and cost effective manner. Develops and updates control tactics curricula, standards, and best practices based on the latest research and evidence.

  • Creates, develops, and maintains training sessions and materials based on Virginia Department of Criminal Justice Services (DCJS), the Maryland Police and Correction Training Commission (MPCTC), District of Columbia Security Officers Management Branch (SOMB), and the governing bodies for MTPD Tri-State Certification lesson plans, required subject matter and mandated material.

  • Develops lesson plans and conducts training sessions on MTPD issued less lethal weapons. This training may include personal training, or remedial instruction to sworn and non-sworn MTPD personnel.

  • Demonstrates and teaches various control tactics skills, such as de-escalation techniques, arrest techniques, defensive tactics, ASP, OC spray, conductive electronic weapons (CEW), striking, blocking, grappling, escaping, controlling, and restraining.

  • Evaluates and analyzes the use of force incidents and outcomes involving control tactics.

  • Conducts research and publish training bulletins to the Department about control tactics topics.

  • Evaluates the performance and progress of trainees and provide constructive feedback and coaching.

  • Maintains accurate records of training activities and outcomes.

  • Ensures the proper use and maintenance of training equipment and facilities.

  • Collaborates with other instructors and supervisors to ensure consistency and quality of training.

  • Prepares and coordinates audits of the MTPD control tactics training programs with state regulatory representatives from the DCJS, MPCTC, and SOMB to ensure the MTPD is in compliance with the relevant statutes of Virginia, Maryland and the District of Columbia.

  • Stays updated on the latest trends and developments in control tactics and law enforcement. Follows advances in weapon systems, training aids and materials and incorporates them into existing programs as appropriate.

  • Follows all changes in jurisdictional laws and regulations relating to the use of force and recommend changes to department policies and procedures as needed.

  • Interprets MTPD administrative and departmental policies and procedures as well as federal, state and local laws, statutes, codes, and regulations, and makes recommendations for control tactics training implementation based on same.

  • Serves as the liaison with members of WMATA's Training divisions to ensure all WMATA mandates are met, as well as the annual mandates from the Maryland Police Training Commission and Virginia’s Department of Criminal Justice Services.

  • Ensures complete compliance with all Federal and State training requirements.

  • Attends courses and training seminars relating to defensive tactics training as required.

OTHER FUNCTIONS

  • Works a flexible schedule to accommodate MTPD needs.

  • Testifies as a subject-matter expert and witness in legal proceedings involving control tactics.

  • Operates an Authority vehicle.
