Position Title: Personnel Security Specialist IV

Reports To: Program Manager

Clearance Type: Active Top Secret/SCI (willing to take CI Poly)

Work Location: National Capital Region

Start Date: On Contract Award

Job Description:

Advantage SCI is accepting applications to support a federal agency personnel security program.

Summary of duties include but not limited to:

  • Act as a Team Lead.

  • Initiate or perform extensive indices checks, arrest record checks, and the like

  • Coordinate the submission of resulting investigative information. Review and critically analyze investigative reports and correspondence from the field for conformance to numerous administrative requirements and ensure procedures have been conducted in accordance with regulations and policies.

  • Determine inadequacies and transmit additional specific instruction/leads to the field

  • Prepare outgoing communications/transmit recommendations with supporting analysis and data.

  • Participate in the formulation/preparation/direction of new and revised rules, regulations, guidelines, processes, and procedures in relation to personnel security programs

  • Provide recommendations and suggestions affecting personnel security program missions

  • Ensure that Government and applicable personnel are properly appraised of potential security risks / vulnerabilities in which approved level of security clearance / access authorizations may expose them to.

  • Conduct security briefings that include Security Awareness and Hostile Threat.

  • Provide guidance and assist in resolving security issues for current on-board employees, as well as providing expert guidance relating to various security programs.

  • Engage with internal and external customers on personnel security

  • Perform all duties associated with a Personnel Security Specialist III, as necessary, which may include:

  • Conducting BIs of individuals who would occupy positions where a determination of suitability for employment or access to classified information is required.

  • Preparing reports on investigations resulting from interviews during BIs.

  • Drafting summary sheets on the results of investigations for all assigned cases

Required Experience:

Required Qualifications

  • Current TOP SECRET. Must be SCI eligible and must be willing to pass a security CI polygraph exam.

  • Bachelor’s Degree with two (2) years’ experience or associate degree with four (4) years’ experience. In lieu of a bachelor’s degree, eight (8) years’ federal, state, local or military law enforcement experience is required.

  • Minimum of four (4) years of experience developing and writing Reports of Investigation that form basis for creation of investigative record.

  • Eight (8) years of experience in the personnel security investigative or investigative analyst field.

  • Experience interpreting Governmental and commercial database checks to identify areas of concern during the investigative process.

  • Experience developing investigative reports and other sources of information to identify security vulnerabilities; to develop investigative leads; to propose a recommendation as to the approval, denial, or revocation of eligibility for access to national security information based on the application of the appropriate adjudicative standards.

  • Experience conducting and interpreting database checks and credit reports.

  • Experience performing routine office administrative support functions.

  • Demonstrated analytical ability to critically review and analyze various types of incoming material and investigative reports to discern potential security vulnerabilities and to identify viable investigative leads.

  • Demonstrated knowledge and experience to conduct established Federal Government standards for investigations, BIs, and security investigations relating to suitability and security standards

  • Possess oral and written communications skills to functionally conduct interviews, security briefings, discuss analysis and opinion in a concise, logical, and objective manner, and prepare written communications setting forth analyses and recommendations.

  • Demonstrated knowledge of the indices systems, various record check systems, and file review processes to develop and extract the most complete and accurate information relative to the subject as possible.

  • Demonstrated analytical ability to extensively analyze various types of materials, including investigative reports, to develop information regarding security vulnerabilities; to develop investigative leads; to propose a recommendation as to the approval, denial, or revocation of security clearances.

  • Proficient computer skills to include Internet use and expert knowledge of Microsoft Office software applications (Word, Excel, Outlook, PowerPoint)

  • Experience with various Federal LE and IC IT systems for conducting automated record checks.

  • Knowledge of and experience with use of applicable commercial and Federal Government database systems.

  • Experience performing database searches for information related to personnel security.

  • Responsibility for security of program data and materials.

  • Processing security clearance and BI documentation in preparation for adjudication.

  • Preparing documentation for Government agencies and customers.

  • Experience performing multiple administrative tasks dealing with databases queries, filing, processing mail, and performing audits.

  • Excellent oral and written communication skills.

Desired Qualifications

  • Advanced degree in any field of study.

  • Experience conducting interviews and security briefings, discussing analysis and opinion in a concise, logical, and objective manner, and preparing written communications setting forth analyses and recommendations.

  • Previous experience in security leadership role.

  • Strong understanding of security disciplines.

  • Demonstrated understanding of the following security – related / investigative guidelines:

  • Federal Investigative Standards (FISs)

  • Security Executive Agent Directives (SEADs)

  • Executive Orders (EOs)

  • U.S. Code of Federal Regulations (US CFR)

  • Trusted Workforce and Continuous Vetting (CV) Programs

Working Conditions:

  • Able to sit and work at a computer keyboard for extended periods of time

  • Able to stoop, kneel, bend at the waist and reach

  • Able to sit, stand, walk, run

  • Able to lift up to 50 pounds
