Office of the Secretary Paralegal Specialist in Washington, District Of Columbia

Summary This vacancy is for a Paralegal Specialist in the Office of the Secretary, Office of General Counsel, Ethics Law and Program Office (ELPO), within the Department of Commerce. The Paralegal Specialist performs a variety of legal, organizational and administrative duties in support of ELPO programs. Responsibilities As a Paralegal Specialist, you will perform the following duties: Performs extensive and thorough legal research into the legislative history, present cases, decisions, and opinions that may be necessary for developing the analysis of issues pertaining to federal ethics laws and regulations. Compiles accurate and factual information using electronic systems; maintains comprehensive electronic files; and processes and tracks data and statistics of office programs. Conducts first-level document reviews and performs comprehensive legal analysis of responses to requests for information submitted under the provisions of various acts, including, but not limited to, the Freedom of Information Act, OIG Request for Information, OGE 201 Requests, and related litigation. Presents findings and recommendations on complex issues or problems impacting well-established programs projects of limited scope, or facets of larger, complex projects and programs. Provides high-level professional organizational and administrative support, such as preparing detailed reports related to office programs, managing and effectively organizing information. Prepares, edits, and redacts documents using Microsoft Word, Excel, PowerPoint, and Adobe Acrobat. Drafts advisories, correspondences, memoranda, forms or reports and other written materials, while exercising attention to detail, in adherence with established policies and procedures. Provides timely feedback to internal and external queries, including meeting deadlines and established due dates, and provides accuracy in work product, excellent organization, time management, and multi-tasking. Note: The position is advertised at the GS11 and GS12 levels. The major duties listed above are described at the highest performance level, the GS12. Requirements Conditions of Employment You must be a U.S. citizen to apply for this position. You must successfully pass a background investigation. Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. SPECIALIZED EXPERIENCE: GS11: You must possess one full year (52 weeks) of specialized experience equivalent to the GS9 in the Federal service. Specialized experience is defined as: Reviewing or evaluating legal or similar administrative documents; AND Using Excel or customized databases or other appropriate software for data entry, tracking, maintenance and record keeping. -OR- SUBSTITUTION OF EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related or A combination of education and experience. ----------------------------------------------------------------------------------------- To qualify at the GS-12 level you meet the below specialized experience requirement. Education can not be substituted at this level. SPECIALIZED EXPERIENCE: GS12: You must possess one full year (52 weeks) of specialized experience equivalent to the GS11 in the Federal service. Specialized experience is defined as: Managing, reviewing or evaluating legal or similar administrative documents; AND Using Excel or customized databases or other appropriate software to create reports and analyses, for data entry, tracking, maintenance and record keeping; AND Presenting and conveying information from a variety of sources, and/or making recommendations Education There is no positive education requirement for this position.
