Mid-Level Public Affairs Specialist

Place of Performance - Work assignments will be generated from the Department of Health and Human Services (HHS) Headquarters (H.Q.) in the Greater Washington DC area. Employees will work at the Contractor's facility or other off-site location.

The Assistant Secretary for Public Affairs (ASPA) Freedom of Information Act (FOIA) and Communications Blanket Purchase Agreement (BPA) seeks to enhance ASPA's FOIA and Public Affairs operations by reducing backlog, establishing a centralized FOIA structure, improving governance and compliance, streamlining workflow, providing training, and ensuring effective communication. The project manager will oversee these efforts, coordinating FOIA processing, press inquiries, event planning, and policy rollouts. They will also ensure compliance with FOIA laws and regulations, including FOIA requests, Executive Orders, and Department of Justice (DOJ) guidelines, while maintaining transparency and responsiveness in communications.

Duties:

  • Helps draft and edit press materials for final approval

  • Leads internal and external meetings with stakeholders and press

  • Leads the development of public events, working across programs and divisions to coordinate due-outs such as press calls, talking points, advisories, press releases, fact sheets, memos, and other materials for press and staff

    Required Qualifications:

  • A bachelor's degree in communications, marketing, or a related field is preferred.

  • Experience responding to media inquiries and analyst media coverage

  • Experience proofreading and editing press releases, newsletters, social media posts, etc.

  • Exceptional written and verbal communication skills are a must

  • 3+ years in a similar role required

  • Accuracy and keen eye for detail

  • Ability to work independently and within a team

  • Experience interfacing directly with the public in a fast-paced environment

  • Previous experience in a remote role desired

    Clearance:

  • Must undergo a background investigation based on their position sensitivity designation, complying with Parts 1400 and 731 of Title 5, Code of Federal Regulations (CFR).

  • Must complete the OpDiv non-disclosure agreement.

  • Must submit a copy of each signed and witnessed non-disclosure agreement (NDA) to the Contracting Officer (CO) and/or C.O.'s Representative (COR) before commencing any work under this acquisition.
