Department of State - Agency Wide Management and Program Analyst in Washington, District Of Columbia

Summary This position is located in the Bureau of Global Talent Management, Office of Civil Service Talent Management, Talent Mobility Unit (GTM/CSTM/TMU). GTM/CSTM develops, monitors, and administers programs, policies, procedures, and evaluation criteria for designated Civil Service human resources management functions. The incumbent serves as a Management and Program Analyst who reports to the unit supervisor of the Talent Mobility Unit. Responsibilities Plans, organizes and independently carries out projects and assignments with recognized authority and is subject only to administrative and policy direction concerning overall project priorities and objectives. Provides oversight and coordination of the identification, analysis, and issuance of policies with managers and top-level officials of the Bureau. Liaises with all human resources entities and is responsible for setting the strategic direction of the human capital functions in workforce recruitment and mobility-related retention strategies for the agency. Represents the unit, office, bureau, and Department at meetings, on committees and task forces to examine, study, and discuss recruitment/mobility-related HR issues, practices, and strategies. Requirements Conditions of Employment Qualifications Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience conducting research, analyzing findings and recommending new policies and procedures related to recruitment and mobility programs. Experience developing and implementing policy at an Organizational and Department level. Experience efficiently and effectively communicating program requirements in a variety of ways (e.g., written and oral communication, briefings, presentations, etc.). There is no substitute of education for specialized experience for the GS-14 position. Education Education requirements do not apply to this vacancy announcement.
