About this agency Responsibilities Please Note: Employees will be required to report to their assigned office location at least 2 day per week for non-supervisory positions and 3 days per week for supervisory/managerial positions unless the position advertised is designated as a remote-only position. The incumbent serves as a Management and Program Analyst performing a variety of developmental assignments related to operationalizing EXIM's mandate on China and Transformational Exports Program (CTEP). The incumbent works closely with senior CTEP staff to draft determinations for a designated segment of trade finance transactions and aligns with CTEP guidelines. The incumbent works on initial drafts for designated segments of determinations for individual short-, medium-, and long-term trade finance transactions under CTEP senior staff close review. The incumbent primarily completes routine CRTI due diligence searches which involve assessing whether individual transactions qualify for exemptions or flexible terms that could benefit borrowers while also considering the potential risks to taxpayers. At the full performance level, duties include, but are not limited to: (for multiple graded positions) Conducts primary and secondary source research independently, utilizing EXIM subscriptions and unclassified, secret, and top-secret U.S. Government information, which research aims to produce original analyses that clearly articulate evidence of direct competition from the People's Republic of China (PRC) for specific transactions. Ensures that logical arguments based on circumstantial evidence of indirect competition can withstand rigorous legal and policy scrutiny. Works closely with supervisor or senior staff to review, analyze and complete segments of loan analysis and determinations, preparing letters of interest, and presenting them in formal memorandum formats for the supervisor's review and the Senior Vice President (SVP) signature, which are appended to Board documentation. Tracks all automated workflows for the CTEP office, utilizing platforms such as Salesforce, HubSpot, EXIM Online, CRAFT, MS Planner, and others to ensure timely support for transactions. Uses qualitative and quantitative techniques to analyze, evaluate, and improve CTEP's programs in headquarters and the regions. Collects, reviews, interprets, and analyzes data and prepares findings and recommendations for CTEPs senior management review, consideration and approval regarding CTEP's overall program effectiveness. Establishes and maintains trusted relationships within EXIM to support the SVP and Vice President (VP) across the agency in both internal and external engagements Requirements Conditions of Employment Qualifications GS-11: You must have one (1) year of specialized experience that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the GS-9 level in the Federal Government or other equivalent pay systems. Specialized experience includes: Experience collecting, reviewing, interpreting, and analyzing global financial markets data to prepare findings and provides tentative recommendations; AND Experience conducting background and secondary research collaborating with colleagues and other team members; AND Experience preparing findings from data and research to provide recommendations and solutions; AND Creating positive interactions, fostering teamwork, and managing key relationships at all levels (internal and external) to an organization. OR Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. Such education must demonstrate the competencies necessary to do the work of this position. OR If you are combining both education and experience to qualify for this level, equivalent combinations of education and experience are qualifying for this grade level. GS-12: You must have one (1) year of specialized experience that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the GS-11 level in the Federal Government or other equivalent pay systems.
