Summary This position is located in the Federal Real Property Branch (FRPB), Logistics Services Division (LSD) in the Office of Security, Facilities and Logistics Services (OSFLS) within the U.S. Department of Education, Office of Finance and Operations (OFO). The incumbent reviews plans, analyzes and develops program requirements, establishes and revises operating procedures and accomplish the overall objectives of the Federal Real Property Assistance Program. As a Management and Program Analyst, GS-0343-13, you will be responsible for: • Traveling to conduct on-site compliance inspections to validate the continued appropriate use of former Federal assets granted to approved educational organizations for a specific purpose. • Providing authoritative advice, consultation and service to the Public, government officials, and customers such as state & local educational institutions & associations on the application of regulations relating to transfer and ownership of surplus Federal property at Public Benefit Discount for a specific purpose. • Drafting and interpreting comprehensive legal and substantive and program-related documents and to prepare reports and correspondences to address issues, as appropriate, and includes detailed supporting document information. • Conducting detailed analyses of stakeholder's documents and specific purpose in order to ensure proposals, actions, and outcomes are in compliance with the guidelines on the transfer, disposal, and utilization of real property. • Managing assigned caseload utilizing applicable regulations to support and to communicate, orally and in writing, with customers and to resolve any adverse conveyance and compliance matters to meet goals and objectives. Requirements Conditions of Employment Relocation will not be paid. You may be subject to serve a one-year probationary period. Males 18 and over must be registered with the selective service. Must be a US Citizen. Must complete Background Investigation and Fingerprint check. You must meet all qualification requirements within 30 days of the closing date of this vacancy announcement. Conditions of Employment TELEWORK ELIGIBILITY: If selected for a non-remote position, you may be eligible for occasional telework and you are required to report to the office on a regular basis. The number of telework days approved is determined by the agency policy, emergency situations, the approval of your immediate supervisor, and Participation must be requested and approved by the supervisor and there must be a signed telework agreement. Qualifications Minimum Qualification Requirements Specialized Experience for the GS-13 One year of experience in either federal or non-federal service that is equivalent to a GS-12 performing two (2) out of three (3) of the following duties or work assignments: 1. Experience interpreting and applying of a broad range of real property principles, concepts, and practices. 2. Experience in managing multiple issues and independently performing the required tasks to fulfill customer needs. 3. Experience in communicating effectively, orally and in writing, concerning a variety of matters. Knowledge, Skills, and Abilities (KSAs) The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). Skills to plan, schedule, and conduct assignments, projects, and analysis to evaluate and/or to provide guidance to ensure compliance with the guidelines on the utilization of assigned real property. Ability to follow and apply pertinent laws, policies, and regulations related to real property practices and principles in order to ensure actions and outcomes are in compliance with the guidelines on the transfer and disposal of real property. Ability and skills to perform the substantive and procedural requirements that apply to the real property and/or similar real estate documents. Ability to perform analytical and evaluative methods and techniques to investigate eligibility for or conformity with laws and regulations governing the application relating to transfer and ownership of real property. Skill to effectively communicate orally or in writing to provide informative guidance concerning program matters, objectives, and work processes to a variety of audiences. Education Education cannot be substituted for experience for this position and grade level.
